22 priests with local ties accused
The report released this week by a state grand jury alleges sexual abuse by 22 Roman Catholic priests who were assigned to churches in this region over a period of seven decades.
The Sun-Gazette reviewed the list of offenders under the section pertaining to the Diocese of Scranton and found 22 with ties to churches in Lycoming and Tioga counties.
Not all of the allegations arose locally as many of the alleged offenders were assigned to multiple churches throughout the diocese.
Following are the alleged offenders, the years of their births and, in many cases, deaths, any local assignments and the dates of those assignments, according to the report:
• The Rev. Girard F. Angelo, 1927-2009. He was ordained June 4, 1955. Angelo was assistant pastor at the former Mater Delorosa Church, Williamsport, from July 1963 to September 1967.
In September 2002, Bishop James C. Timlin received correspondence from a man alleging Angelo assaulted him as a teenager while Angelo was at Mater Delorosa. The diocese said the statute of limitations period had expired under state law.
• The Rev. Joseph P. Bonner, 1926-2007, ordained May 30, 1953. Bonner was assistant pastor of the former Ascension Church, Williamsport, from March 1964 to June 1964. Bonner also pastored the Church of the Resurrection, Muncy, from January 1972 to June 1981.
On May 13, 2002, the diocese was notified by an attorney that his client had been sexually molested by Bonner in 1975, according to the report. After falling asleep, the client awoke to discover Bonner lying in bed with him and fondling him, according to the report. A $25,000 settlement was reached Jan. 27, 2003, according to the report.
In December 2004, the diocese also agreed to assume financial responsibility for 20 psychiatric sessions for another man alleging sexual abuse by Bonner. The latter told officials he was not interested in pursuing a lawsuit against Bonner or the diocese.
• The Rev. Gerald J. Burns, 1924-1999, ordained June 3, 1950. Burns was assistant pastor of St. Peter, Wellsboro, from June 1952 to June 1953.
In 1994, Timlin received a letter from a woman who said her husband was sexually molested for years by Burns during the time he was an altar server at St. John’s Church in the 1950s.
Burns retired after discussion with Timlin in 1994.
Nothing could be located in the files to indicate that any further assistance was provided to the victim after the event occurred, according to the report.
• The Rev. Robert J. Brague, 1941-1997, ordained May 9, 1970. Brague was assistant pastor of St. Peter Church in Wellsboro from September 1970 to April 1972 and was assistant pastor at St. Ann Church, Williamsport, from September 1982 to September 1984.
On Aug. 29, 1988, Timlin received a letter from the sister of a high school teen, age 17, claiming that Brague had sexual relations with her sister and impregnated her.
She further advised that Brague had at least two other affairs, and, on Sept. 6, 1988, Timlin responded to the letter by stating that as soon as the matter was brought to his attention, Brague was removed from office. Timlin noted that it was better to say as little as possible about the circumstances surrounding his removal rather than cause greater scandal through undue publicity, according to the report.
On Dec. 1, 1988, the Rev. Neil Van Loon, chancellor for the diocese, sent a letter thanking Monsignor Henry Mansell of the Archdiocese of New York for his assistance in helping Brague secure a priestly assignment in his diocese.
On Dec. 7, 1988, the archdiocese notified Van Loon that the approval was not finalized.
• The Rev. James F. Farry, 1921-1990, ordained June 29, 1946. He was in residence at St. Boniface, Williamsport, November 1976 to June 1990.
In January 1953, Farry suffered an aneurysm and was unable to perform full-time duties during his recovery. He was subsequently a resident at St. Michael School for Boys at Hoban Heights. On Aug. 21, 2006, the diocese received a report of a man alleging sexual abuse while a resident there by a “Father Collins,” who later was identified as Farry.
The diocese reported the alleged abuse to the Wyoming County district attorney and agreed to assume responsibility for the victim’s psychological counseling, according to the report.
• The Rev. Ralph N. Ferraldo, 1943-1997, ordained May 10, 1970. Ferraldo was placed in residence at St. Boniface, Williamsport, serving from November 1986 to November 1988.
On Feb. 14, 1986, two staff members from Geisinger Wyoming Valley Medical Center called Timlin to report that Ferraldo allegedly made improper sexual advances against a 23-year-old male patient. Ferraldo admitted to this allegation, stating that he did not “know what comes over him,” according to the report.
• The Rev. Austin E. Flanagan, was born in 1941 and is living. On May 28, 1966, Flanagan became pastor at St. Thomas the Apostle, Elkland, and served there from September 1979 to September 1980.
On Sept. 11, 1980, Bishop J. Carroll McCormick received a letter from a parishioner who said parishioners were disgusted with Flanagan, the report said.
The letter stated that Flanagan would not let anyone in the rectory and that he allegedly slept in sleeping bags with young boys, according to the report.
On June 27, 1990, Timlin received notice that Flanagan allegedly fondled two boys at a summer camp two years earlier.
Flanagan didn’t deny the encounter, but said he had a lot to drink and he thought the boys were asleep. Flanagan acknowledged several other similar incidents occurred, according to the report.
Flanagan was removed from active ministry July 3, 2002, according to the report.
• The Rev. Joseph D. Flannery, 1928-2005, and ordained May 30, 1953. Flannery was assistant pastor at the former Ascension Church, from June 1963 to September 1966.
In 1964 through 1966, the diocese received letters about Flannery’s alleged affairs with women, his dating a young girl and getting her pregnant, and, being seen on vacation in Atlantic City, New Jersey, with the girl, the report said.
• The Rev. Martin J. Fleming, 1869-1950, ordained Sept. 14, 1898. For a time in 1899, he was on assignment in Wellsboro.
The diocese was notified by the Diocese of Venice, Florida, that a girl had reported being sexually abused by Fleming in 1940 when she was 6 years old and underwent counseling over the years, according to the report.
• Monsignor Joseph G. Gilgallon, 1934-1991. Gilgallon was ordained May 23, 1959. He became assistant pastor at St. Francis, Eagles Mere, in 1966.
An allegation was brought to the diocese by a 40-year-old man who had underwent counseling after alleging he was abused as a boy by Gilgallon on Dec. 31, 1986. Other priests contacted alleged the abuse took place in the rectory. Gilgallon was included on a list to the district attorney offices within the diocese.
• The Rev. Joseph A. Griffin, 1901-1988, ordained June 11, 1927. Griffin was assistant pastor at St. Andrew, Blossburg, from September 1927 to February 1928 and assistant pastor of former Annunciation Church in Williamsport, from February 1928 to September 1929.
In September 2009, the diocese was contacted by a 42-year-old man who reported that he was allegedly sexually abused by Griffin in 1967 when he was 9 years old, according to the report. This allegedly happened while on boat trips with Griffin to Seneca Lake, New York, and a cottage in the Poconos. The man told the diocese he just wanted to make them aware, the report states.
• The Rev. P. Lawrence Homer, 1933-2015, ordained May 23, 1959, was assistant pastor at St. Boniface, Williamsport, from September 1966 to February 1967.
On Jan. 15, 1967, Homer was alleged to have a 14-year-old girl in his locked office for the duration of a class period. It was reported that he engaged in sexual conversation and asked her about her development. He allegedly told her that while she was 14, she had the body of an 18-year-old, according to the report.
At one point Homer allegedly told another priest, “she would be nice to marry even though it meant leaving the priesthood.”
In 1988, a girl notified the diocese that she was allegedly molested by Homer in 1964, when she was 14 years old, according to the report.
Multiple complaints against Homer were registered by girls over the years of alleged molestations during fragile times of their lives. None of the incidents were reported to law enforcement.
Homer was removed from the ministry in July 2002, according to the report.
• The Rev. Joseph F. Houston, was born in 1937 and is living. Houston was assistant pastor of St. Peter, Wellsboro, from 1966 to 1970, and pastor of Holy Child, Mansfield, from 1977 to 1980.
In June 1971, Father George Jeffrey reported to a bishop that Houston and a young girl were allegedly observed going into a motel room late at night on multiple occasions.
In 2002, Timlin received a letter from the girl who advised him that Houston had allegedly taken advantage of her from age 14 to 17. She asked the incident not be brought to the attention of law enforcement.
On May 11, 2002, Houston sent a letter to her, apologizing for the pain that he caused her by his behavior. A few months later, Houston was removed from the priesthood.
On July 6, 2004, Pope John Paul II granted Houston dispensation, according to the report.
• The Rev. John A. Madaj, 1914-1998, ordained June 3, 1939. Madaj was pastor of St. Joseph in Morris Run from May 1950 to October 1955.
In 1952, a pastor received two anonymous letters alleging Madaj was having an affair with his housekeeper. Nothing was found in the file to indicate that any action was taken on the part of the diocese.
On March 12, 1990, the diocese received a letter from the parents of a 19-year-old man. It alleged that Madaj had sexually molested their son when he was nine or 10 years of age. When Timlin confronted Madaj, the pastor denied the allegation.
Timlin then contacted the parents of the boy and informed them of Madaj’s denial. Timlin recommended that their son speak to a counselor and they meet with Madaj.
• The Rev. Joseph F. Meighan, was born in 1943 and is living. On May 25, 1968, Meighan was ordained. He was assistant pastor at St. Boniface, Williamsport, from September 1968 to May 1970.
In 1970, at least four boys were interviewed by the diocese and reported that Meighan had allegedly disrobed and fondled them. Meighan was removed from St. Boniface and ordered to report for psychological evaluation and treatment. He was transferred to another church in East Stroudsburg. More complaints against Meighan were made in 2003, 2007 and 2008, according to the report.
• The Rev. Russell E. Motsay, was born in 1946 and is living. Motsay was ordained May 13, 1972, and was assigned to St. Lawrence in Williamsport from 1974 to 1975.
On March 16, 2012, the diocese received an email from a sender who wrote that he needed to speak with the “bishop only.” It concerned allegations of sexual abuse by a clergy member.
A reply was sent to the man wherein he was encouraged to contact law enforcement regarding the allegation. The case was turned over to the Wayne County District Attorney office.
State police interviewed the man who claimed that Motsay would allegedly sleep in the same bed with him and fondle him.
Police identified four additional alleged victims who experienced similar abuse.
Motsay was interviewed and admitted to the allegations. On Sept. 15, 2015, he was permanently removed from the ministry, according to the report. The statute of limitations had expired, and no criminal action was taken, the report said.
• The Rev. W. Jeffrey Paulish, was born in 1956 and is living. On Sept. 3, 1988, Paulish was ordained. He was assistant pastor at Annunciation Church in Williamsport, from June 1991 to January 1992.
Paulish was arrested by campus security at the University of Scranton for allegedly having sex with a 15-year-old boy Sept. 20, 2013, according to the report. Pauling pleaded guilty to corruption of a minor and was sentenced to eight to 23 months in prison.
• The Rev. Thomas P. Shoback, was born in 1951 and is living. On May 7, 1977, he was ordained. He was pastor at St. Andrew and St. Mary in Blossburg, from February 1989 to June 1997, and pastor at Our Lady of Lourdes, Montoursville, from July 1997 to July 2002.
On May 20, 2006, the diocese received a report that an 11-year-old boy allegedly was sexually assaulted by Shoback when he was an altar boy.
The allegation was reported to the Tioga County District Attorney and was investigated by the diocese. When questioned, Shoback denied that anything inappropriate happened.
In April 2013, Shoback was found guilty and sentenced to 5- to 10-years in state prison. On Nov. 14, 2014, Shoback was removed from the ministry, according to the report.
• The Rev. John J. Tamalis, was born in 1944 and is living. On May 1, 1971, Tamalis was ordained. He took a position in the campus ministry at Lycoming College, from September 1976 to August 1985, then became a pastor at Holy Child, Mansfield, from September 1976 to August 1985, and pastor, Holy Child, Mansfield, from September 1985 to July 1990. Tamalis was pastor of St. Lawrence Church in South Williamsport from July 1990 to July 1996 and pastor at St. Boniface, Williamsport, from July 1996 to March 1997.
On Feb. 28, 1997, a 33-year-old male reported to the diocese that he was allegedly sexually abused by Tamalis in 1976 when he was 13 years of age. He stated that Tamalis furnished alcohol to him and performed a sex act on him, according to the report.
On March 10, 1997, Tamalis was sent for an evaluation wherein he admitted that he probably abused nine boys/young men, according to the report. The Vicar for Priests was advised by professional staff that there was likely far more than nine victims. Additional victims subsequently came forward to the diocese to report that they were sexually abused by Tamalis. However, the statute of limitations had expired and the diocese offered to assist with counseling services for the victims.
On Dec. 21, 2007, Tamalis was dispensed from his obligations to the priesthood by Pope Benedict.
• The Rev. Robert M. Timchak was born in 1965 and is living. Timchak was ordained June 27, 1992. From July 1, 1998, through July 2006, Timchak was assistant pastor at Annunciation in Williamsport.
At the conclusion of a police investigation, Timchak was charged with possession and downloading child pornography. He pleaded guilty in Pike County and was sentenced to state prison.
On Jan. 24, 2014, Pope Francis granted dispensation to Timchak, according to the report.
• The Rev. Joseph B. Wilson, was born 1925 and is living. On Dec. 18, 1994, he was ordained. He was administrator of the former Ascension Church, serving in that capacity from July 1996 to January 1998. Wilson also was a chaplain at the Divine Providence Hospital from January 2000 to July 2002.
In 1994, Wilson was known as Brother Raphael Wilson, a member of the Order of Holy Cross Province. He approached Timlin and requested to be accepted into the diocese and was approved by the admissions committee, according to the report.
After several months of confirming his records, Wilson was ordained as a priest. He was 69 years old.
Handwritten notes in the file reflected that in July 2002, the diocese became aware that while Wilson was at Holy Cross, there were allegations made that he had sexually abused two boys. Wilson admitted to abusing one of the boys and he was sent for further evaluation and treatment. A confidential settlement in the amount of $250,000 was reached with the victim.
