Authority discusses stormwater fees plan

By Mike Reuther 2 min read

The Lycoming County Water & Sewer Authority reviewed a plan for assessing stormwater runoff fees on properties in South Williamsport and DuBoistown during its regular monthly meeting Wednesday.

The plan will involve a five-tier structure based on the amount of impervious area with regard to stormwater runoff per square-feet of property.

"We haven't settled on a rate yet," Authority Executive Director Christine Weigle said. "More details are needed."

A number of municipalities across the state including South Williamsport and DuBoistown are mandated to undertake measures to reduce sediment loads reaching the Susquehanna River as part of the Chesapeake Bay Pollution Reduction Plan.

Weigle noted that all properties in the two municipalities are considered under the plan.

Under the five-tier structure plan, properties with less than 400 square feet of impervious area would be exempt from paying the fee.

Other properties would be assessed higher fees based on the size of their impervious areas.

"We are doing what other MS4 compliance communities are doing," Weigle said.

The stormwater plan is expected to go into effect in July.

Fees will be assessed monthly.

The highest fees are expected to be paid by larger commercial and industrial properties with large areas of impervious land, according to officials.

In other matters, the Authority finalized an agreement with McTish, Kunkel & Associates for a lateral repair project along Church Alley and Loyalsock Avenue in Montoursville.

Also approved was finalization of an agreement with Herbert, Rowland & Grubic Inc., Lewisburg, to provide engineering and other services related to the Montoursville Regional Sewer System Wastewater Treatment Plant.
