City street projects temporarily on hold
COVID-19 has put a halt on any city non-emergency street reconstruction and paving projects, said Jon Sander, city engineer.
There is no notice to proceed date, as only emergency projects are allowed given the current virus circumstances, he said.
There are more than 20 streets on the list for reconstruction and paving this year, he said.
City Council recently awarded a $1.2 million contract to Big Rock Paving of Muncy for street reconstruction and paving.
It was awarded the contract over Glenn O. Hawbaker of Montoursville which bid $1.3 million.
The street reconstruction and paving bids were received in early January and opened at a public meeting Jan. 15.
“The bids from Big Rock and Glenn O. Hawbaker Inc. were opened at a meeting on Jan. 15,” said Adam Winder, general manager of public works. Council’s public works committee was the next to review the two companies’ bids.
“We were impressed with the years of experience … even though the company is young, they have a lot of miles under them,” Councilwoman Bonnie Katz, committee chairwoman, said.
“The references seem solid and we will watch because it is a young company,” she said.
Sander said took some advice from Councilman Adam Yoder about updating the language in the bid package and made some changes to help the city in future bid processes.
Streets on the work list for this year are: Sutton Avenue, from Oliver Avenue to Stevens Street; Locust Street, from Memorial Avenue to High Street; Diamond Street, from Newberry to West Fourth streets; Diamon Street, from Fourth to Baker streets; Newberry Street, from Clark Street to the first alley past Diamond Street; Park Avenue, from Maple to Campbell streets (half width); Tucker Street, from Railway to Almond streets; Wilson Street, from Railway to Almond streets; Little League Boulevard, from Campbell to Walnut streets; Almond Street, from Meade Street to Washington Boulevard; Valley Street, from Mosser to Central avenues; Boyd Street, from Arch to Howard streets; Harding Avenue, from Penn to Whitman streets; Chestnut Street, from Grampian Boulevard to Shaw Place; Brandon Avenue, from Campbell Street to Woodmont Avenue (half width); Eldred Street, from Franklin to Penn streets (half width); Hollywood Circle, from Second Avenue to the end of the UGI work; Depot Street, from West Third to Boyd streets; Huffman Street, from Packer to Market streets; East Church Street, from Penn to Basin streets; Park Avenue, from Third Avenue to Campbell Street; Campbell Street, from Vallamont Drive to Marshall Court ( half width); Memorial Avenue, from Walnut to Spruce streets (half width) and Memorial Avenue, from Sixth to Sevent streets (half width).
