Locally elected and appointed officials voted on the following matters in the past week:
Federal
• The Senate voted 79-18 in favor of a bill to amend the Internal Revenue Code of 1986 to modernize and improve the Internal Revenue Service. Voting yes was U.S. Sen. Robert Casey, D-Scranton. Voting no was U.S. Sen. Pat Toomey, R-Zionsville.
• The House was out of session.
State
• The Senate and House voted on a resolution that directs Wolf to issue a proclamation or executive order to end the COVID-19 disaster emergency that the governor issued on March 6 and renewed on June 3. The Senate voted 31-19 in favor of the resolution. Voting yes was state Sen. Gene Yaw, R-Loyalsock Township. The House voted 121-81 in favor of the resolution. Voting yes were state Reps. Garth Everett, R-Muncy, and Jeff Wheeland, R-Loyalsock Township.
• The House voted 201-0 to approve an Act establishing a bill of rights for individuals with intellectual disabilities or autism. Voting yes were state Reps. Garth Everett, R-Muncy, and Jeff Wheeland, R-Loyalsock Township.
County
• The Lycoming County Water and Sewer Authority approved stormwater management fees and regulations for South Williamsport and DuBoistown property owners. South Williamsport property owners face an average monthly fee of $5 based on 2,480 square feet of impervious area. In DuBoistown, for the same size of impervious area, the average monthly fee will be $7.50.
• Lycoming County commissioners voted 3-0 to approve a $747,345 agreement with Bassett Engineering, Montoursville, for bridge design work. Commisisoners Rick Mirabito, Tony Mussare and Scott Metzger voted yes.
• Lycoming County commissioners voted 2-1 to advertise an ordinance to permit hunting preserves in areas of the county zoned resource protection, agricultural and countryside. Voting yes were Tony Mussare and Scott Metzger. Voting no was Rick Mirabito.
Municipal
• Muncy Township Supervisors unanimously agreed to sell the 87 Quaker Church Road public property to Josh Lidecker for $235,000 in an in-person meeting on Wednesday. They also approved Midlantic Marking Inc. for line painting $3,493.90 for both single and double lines as well as aggregate bids from Hammaker East $39,063.45 for single coat and for $60,918.18 for a double coat. In addition, the supervisors unanimously agreed to a sewage module for the Sarginger subdivision. After approval it will be going to DEP.
•Old Lycoming Supervisors unanimously agreed to award the aggregates bid to Hanson including limestone, coarse rock, subbase and coarse aggregates totalling $51,045 as well as a $3,900 cold patch bid to HRI, Inc. in an in-person meeting on Tuesday evening. Supervisors also unanimously agreed to terminate the building codes inspections and related services provided by the Central Keystone Council of Governments. The supervisors unanimously agreed to appoint Justin Rosato as the township zoning officer and Kelly Vogel as the deputy zoning officer.
•Loyalsock Township Supervisors unanimously approved a $2,500 change order for Larson Design Group for a new traffic signal at the intersection of Northway Road and Sheridan Street on Tuesday in an in-person meeting. The change order will be done because construction was pushed back due to COVID-19. The supervisors unanimously agreed to add more locations where cellular phone towers are permitted to be placed, including: school district property, county property and township owned property. In addition, they also approved a lease agreenment for Vince Polchin on Log Run Road for one year and a county aid resolution for liquid fuels funding.
•Montgomery Borough Council unanimously agreed to appoint Edward Alexander as the new borough Mayor and Allen Bennett as the new borough council member filling both vacancies within the borough in an in-person meeting on Tuesday. In addition, council agreed to terminate their shared services agreement with Muncy Borough Police Department as their services were not being used often.
• City Council voted 5-0 to allow the mayors' proclamation on emergency for Covid-19 conditions following guidelines of the state to expire. Voting were Council President Randall J. Allison, Bonnie Katz, Dave Banks, Vince Pulizzi and Adam Yoder. Liz Miel and Jon Mackey were absent.
•Jersy Shore Borough unanimously approved to fix the stormwater drainage under Meadow Alley for $302,559 through Charles Construction. Voting were Paul Garrett, Matthew Haag, Janet Barnhart, Sean Simcox, Scott Bierly, Barbara Schmouder and Michael Zellers; Ken Scheesley was absent.
School Districts
• The South Williamsport Area School Board approved refinancing of general obligation bonds.
• The East Lycoming School District heard a report from Michael Pawlik, district superintendent, about the guidlines that the state's department of education have released concerning reopening schools in the fall. Pawlik said the district is putting together a committee to craft a health and safety plan with input from the community. The plan will then need to be approved by the board prior to opening schools. The meeting was held in-person.
• The Montoursville School District unanimously voted to buy workers compensation, student accident insurence and school leaders insurence for a combined total of $184,689 from AMTrust north America, Bollinger Specialty Group, and Liberty Mutual, respectively.
