County commissioners approve youth services agreements

Lycoming County Commissioners voted to accept several agreements for youth and family services during their meeting Tuesday.

A contract approved with Adelphoi Village, Inc. covers foster care and residential care services.

The costs, which have been increased by 2 percent from 2020, range from $78.79 per day to $315.21 per day, according to Lycoming County Children & Youth Services Director Mark Egly.

No youths are presently in the program, he noted.

Contracts with Justice Works YouthCare, Inc. and Dwell Lycoming County were also approved.

Justice Works provides community based in-home services and Dwell offers trauma training and support services for foster families.

Justice Works, Egly said, works with at-risk youths and their parents, encouraging positive social behaviors.

Egly said Dwell is an initiative working to strengthen foster families.

Overall, he said the COVID-19 pandemic has resulted in utilizing a virtual approach to provide services to families and youths in the past year.

“Many of our services have been compromised,” he said.

However, he noted that more employees providing the services are being vaccinated with the hope of returning to more in-person contacts.

Commissioners approved a $79,800 contract with Keystone Communications, LLC for maintenance services for the county’s emergency communications system.

Commissioners approved requests from the Resource Management Services Department on agreements with CH Reed Inc. for maintenance of equipment and a quote of $17,024 from Penn Power Group for a transmission replacement for a truck.

Also approved was a contract with Meiser & Earl for work at the landfill which includes ground work and well-monitoring assistance.

Commissioners approved the following personnel to fill vacancies:

• Katie J. DeSanto and Kristy M. Warner, telecommunicators, Department of Public Safety, $16.76 per hour.

• Taylor C. Pearson, clerk/floater, Information Services, $14.09 per hour.

• Lindsay S. Collins, court clerk, $14.09 per hour.

• Coral R. Bloom, licensed practical nurse, prison, $23 per hour.

• Christine M. Nau, clerk, prison, $14.09 per hour.

Commissioners approved Barry Hutchins to serve as a temporary part-time GIS special projects employee. Hutchins will earn $35.37 per hour in the newly created position in the Department of Public Safety.

The next commissioners’ meeting will be 10 a.m. Tuesday at Executive Plaza, 330 Pine St., Williamsport.
