Action plan can be viewed on housing, community development

The city is developing its annual action plan in the office of community and economic development using money through the U.S. Department of Housing and Urban Development for affordable housing and community initiatives for low-to-moderate income individuals.

Skip Memmi, the department director, said Tuesday in a remote meeting on city Zoom site that he anticipated $1,040,000 in Community Development Block Grant and $240,000 in HOME funding from the Department of Housing and Urban Development.

The money is used for public facilities, infrastructure, housing rehabilitation, blight elimination, public services, construction of new houses, home ownership and administrative costs, he said.

Projects include street reconstruction, removal of architectural barriers, design of the Willow Street reconstruction, spaying and neutering at Lycoming County Society for the Prevention of Cruelty to Animals, after school programs at Firetree Place, blight elimination and housing rehabilitation, said Kevin Tang, part of the consulting team with Mullin & Lonergan.

A draft of the plan was done in consultation with Lycoming Housing Authority and Lycoming Neighborhood Development Corp.

A public comment period on the action plan available to see on the city website is open through May 6. Those interested in submitting comment may do so at the email of: publiccomment@cityofwilliamsport.org

City Council is expected to review the annual action plan May 13.

The meeting marked the second hearing on the 2021 action plan as presented by the office of community and economic development.
