The land development plan of Lycoming College's $5.5 million music facility was approved by City Council contingent on clearing up a minor deed issue.
With the approval at the recent meeting, the construction can begin of the music hall at the corner of Basin and East Fourth streets. The facility is expected to open in fall 2022.
The building is a part of the city East Third Street Old City Gateway Redevelopment.
Council also approved the naming rights agreement between the city and Muncy Bank and Trust Co. for Bowman Field signage and use of the scoreboard. The contract is for six years, with the first year no fee followed by $32,500 paid to the city each year for the remainder of the contract, Mayor Derek Slaughter said.
Council approved the fees to set up the card reading system at the city brush/mulch pile at 1500 W. Third St. City residents will pay $10 a year and a $5 renewal fee. The $10 is waived this year provided residents fill out a form listing their license and other information. The form with other fees for contractors and landowners is available to download on the city website or is at River Valley Transit, 1500 W. Third St.
Council approved a legal services agreement with Fred Holland, an attorney, who will serve as solicitor of the city zoning hearing board for the next five years, or unless the contract is terminated.
Council approved the sale of a 1989 leaf machine and box and approved the purchase of a 2022 Freightliner dump truck with support equipment to do snow plowing.
Council approved the agreement with the city and Econsult Solutions Inc. The company is going to work with the city as it goes through a strategic management plan in accordance with the state Department of Community and Economic Development, Slaughter said.
The work will be a review of the city finances, accounting, and budgeting.
Council approved a local match for blight remediation planning grant "in process" with the Department of Community and Economic Development. The grant is $20,000 and the local match of 10 percent is $2,000, Slaughter said.
