New police administrators are taking the reins in South Williamsport.
Dan Embeck, a 21-year veteran of the Milton Police Department, is the new chief, with a salary of $80,000 a year. Council budgeted $85,000 for the position.
Norm Hager, who was acting assistant chief for the past 15 months, assumes the role of assistant chief July 1. His salary is $60,000.
"I think he's going to be an outstanding leader," Steven W. Cappelli, borough manager and public safety director, said of Embeck.
"He is very community-oriented, wants everyone to show respect to the public and be presentable and professional," Cappelli said. "He's going to be a tremendous asset."
Three councilmen -- Casey Lowmiller, Rick Kershner, and Larry Baker -- voted against the assistant chief position. Lowmiller said he did not want to see the borough create positions that might by-pass the Civil Service process. "In fairness to the other officers," he said.
"The assistant chief position is not in the collective bargaining unit," said Joseph Orso, borough solicitor.
"It is an at-will position," Mayor Marlin Angelo said.
The value of the position lies in supervisory command redundancy, Cappelli said.
Effective July 1, the department will have three operations supervisors, including a patrol corporal, to oversee and assist with critical incident response management.
