Bridge-bundling program updated at recent commissioners meeting

An update on the county’s bridge-bundling program took center stage at the recent Lycoming County Commissioners meeting as the commissioners and those in the room and viewing virtually were told of the current and upcoming projects.
“This year is going to be the biggest year for the bridge-bundling program and arguably local infrastructures for the counties,” said Austin Daily, of the county’s planning and community development office.
Daily was joined by Britt Bassett, of Bassett Engineering, in giving the overview of the 17 bridges included in the project, which has been divided into four bundles over a period of three years. The county is currently working on bundle 2 and is set to open bids for bundle 3.
Costs associated with the bridges come from a $5 fee that vehicle owners pay on their registration, and a percentage of the cost comes from the municipalities where the bridges are located.
“The most expensive of the township payments for 5% was around $40,000,” Daily said.
It was noted by Commissioner Rick Mirabito that the $5 vehicle registration fee applies to all entities in the county, even those that do not ordinarily pay taxes.
“…You know large organizations that are non-profit or that are not subject to property tax and they have fleets of vehicles and they pay it. They drive on the road and should pay it,” Mirabito said.
In other actions at the meeting, the commissioners approved:
• An amendment to an agreement with CHOR Youth and Family Services, Inc. to provide residential services for the Juvenile Probation Office at a cost of $440 per day.
• The purchase of a John Deere terrain cut mower from Deere & Company for $38,250. The mower will be used to mow the over 100 acres at the landfill site. It replaces a 2010 model and was purchased using funds from the Resource Management Services department.
• An amendment to an agreement with Cleveland Brothers Equipment Company, Inc., a heavy equipment provider for RMS.
• The purchase of a 2022 screen plant from Groff Tractor & Equipment Company at a cost of $298,761 to screen soil and prep dirt at landfill properties. Cost will be paid through RMS revenues.
• A minor solid waste permit notification application to the state’s Department of Environmental Protection for design changes.
The next commissioners meeting will be at 10 a.m. March 10 at the Commissioners’ Board Room, 1st floor, Executive Plaza, 330 Pine St.
