East Lycoming budget approved 2nd time before final vote next month

HUGHESVILLE -- East Lycoming School District's 2022-23 general fund budget, with a .7 mil increase, is one step closer to becoming final following approval of the proposed budget by the school board at their meeting this week. The move brings the district's real estate tax millage to 15.66 mills if the final budget receives approval as it stands next month.

The increase adds $70 for every $100,000 of a property's value to homeowners' tax bills.

The tax increase was needed to balance the $27,428,000 budget and includes a real estate transfer tax-Act 511 of .5 of 1 percent and an earned income tax-Act 24, of 1.5 percent.

Expenditures driving the budget include: salaries, $11,569; fringe benefits, $8,108,275; other purchased services, (such as transportation, private schools and charter schools), $2,971,842.

Revenue for the district is derived from local, state and federal sources. The district will not know the amount of the state's contribution until the state budget is finalized.

In other actions the board approved a five-year contract between the district and Dr. Mark Stamm who will take over as district superintendent when Michael Pawlik resigns from the position at the end of the current school year. Stamm's contract will run from July 1, 2022 to June 30, 2027 and features a $147,000 salary.

Under personnel items, the board approved Kristine Derby as a full-time support aide at 7.5 hours per day. Derby had been a part-time support aide. They also approved adding Alyssa Kline to the 2021-22 daily substitute teach staff and support personnel listing; and the following athletic volunteers; Rebekah Baumunk, track and Brandon Kinney, football.

The board accepted the resignation of Robin Worthington, part-time custodial worker at Renn Elementary.

Nutrition Inc.'s 2022-23 food service operations budget was approved by the board. Nutrition, Inc. guaranteed return on the district's food service program for the upcoming school year is a projected loss of $35,478.

The next board meeting will be at 7 p.m. May 10, both virtually and in-person.
