A change order which will add $79,199 to the Eck's Run Basin Retrofit project in South Williamsport was approved by the Lycoming County Water and Sewer Authority board at its meeting this week.
The project, which is part of the borough's stormwater management program, is located behind the CVS Plaza, with the additional change order work will now include replacing approximately 100 feet of sewer line located along the southern basin area. The work will be done prior to the basin retrofits. Cost of the change order will be passed through to the South Williamsport Borough.
A Memorandum of Understanding between the boroughs of DuBoistown and South Williamsport to utilize the same engineering firm for a stormwater improvement project at the boundaries of the boroughs was introduced.
"In this case, DuBoistown and South Williamsport have been working on a challenging stormwater problem they have right at the borough boundaries of Riverside Drive and Euclid Avenue. Several months ago they decided to partner together and utilize the same engineering firm which happens to be HRG," said Christine Weigle, executive director of LCWSA.
"We became involved in this project because we saw the advantage of the two boroughs working together and we submitted on behalf of the stormwater management program a request to the county for American Rescue Plan Act funding. We have been supporting and advocating this project, especially the beneficial partnership we see between the two boroughs," Weigle said.
The boroughs had asked LCWSA to take a lead on the engineering portion of the project as it progressed in order to facilitate a practical solution and bring both boroughs together, Weigle said.
"The MOU describes the partnership that will take place under this arrangement. It is another example of the benefits of the intergovernmental cooperation agreement that was established several years ago. It really is another opportunity to demonstrate ways we can take advantage of the cooperative spirit that we gained through the stormwater management program," she said.
The cost of engineering phase one, which includes a topographic survey and base mapping, is $12,890, and the second phase, scoping assistance would be $19,730. The cost share would be a 50-50 split.
The MOU is contingent upon approval by both boroughs.
Proposed paving by PennDOT next year on Route 15 in Armstrong Township will affect some of the authority's manholes. The highway department has agreed to pay 75% of the costs associated with the relocation or adjustment of the manholes.
The next meeting of the board will be at 6 p.m. Aug. 3 at the authority's board room, 380 Old Cement Road, Montoursvlle.
