City police are trying to find the gunman who shot and killed a young man in his apartment at the Victoria Gardens, 653 Hepburn St., about 2 a.m. Wednesday.

Lycoming County Coroner Charles E. Kiessling Jr. identified the victim as Ziar Young, 20, who police said was shot in apartment 12 on the second floor of the two-story 16-unit apartment complex.

Two neighbors, who did not give their names, believed Young was specifically targeted.

“Someone came here on a mission to kill him, and they succeeded,” one neighbor said.

“I think someone set him up,” the man said.

“Me and my buddy were standing at my kitchen window and we heard two shots — bang bang. It sounded almost like a car wreck,” the neighbor said. His “buddy” was a friend who was visiting his apartment.

“This is crazy,” he added.

“I was told someone knocked on his door, and someone inside opened it, and then they shot him as he was coming out of his bathroom,” a female neighbor said.

Young, who lived alone, was shot in front of his girlfriend, the neighbors said.

Police sources confirmed that at the time of Young’s death, there was no definitive outcome on drug charges filed against him last year. The county’s Narcotics Enforcement Unit charged him with felony delivery of a controlled substance and conspiracy for allegedly selling crack cocaine to an informant in the city’s Newberry neighborhood in early March 2021. He waived his preliminary hearing, and the case was still in the court system, officials said.

The female neighbor interviewed outside her apartment described Young as “a sweetheart. He always talked to me, asked me how I was and how my day was going.”

She went on to say Young “was really nice, really good. This is a real shame.” She also believed that the gunman targeted the victim.

“I hope the police catch (who did this) so they won’t do it again to someone else. There is someone on the loose who just killed somebody,” the male neighbor said.

Jerold Ross, the county’s chief deputy coroner, pronounced the victim dead at the scene of gunshot wounds to the upper body.

An autopsy is scheduled for today.

Anyone with information about this homicide is asked to call Agent Jeremy Brown at 570-327-7560 ext. 7547 or via email at jbrown@cityofwilliamsport.org.

Young’s death was the second homicide in the city this year. No arrest has been made in the shooting death of Malik Davis, 39, of Williamsport, who was killed in the side yard at 718 Elmira St. about 11:45 p.m. on May 23. This shooting scene is less than two blocks from Young’s apartment. Police said there is no evidence that the two homicides are related.
