ARPA funds transferred from accounts for the Old City project

Williamsport City Council passed an ordinance to transfer American Rescue Plan funds and provide close to $900,000 for the mixed-use $22.9 million residential commercial facility being built in Old City.

The transfer from various accounts was needed so that money would not be taken from funds allocated for recreation purposes, and would focus on the Old City project, which is widely anticipated, Councilman Eric Beiter noted. The transfer ordinance is listed on the city website.

The city has been granted $25.4 million in ARPA for pandemic relief and hired UHY Advisors to ensure spending compliance.

The mixed-use project being done by Pine Ridge Construction Management is along East Third, Basin and East Fourth streets near the entrance to Lycoming College.

It will consist of town houses and commercial/office space and a parking deck and rooftop park. It is being built as a live, work and play destination to support Lycoming College, the downtown, nearby neighbors and as a regional attraction.

Site preparation work has begun.

Delta Development Group has and continues to lobby on behalf of the city on the project.
