Increase in Wolf Township bridge construction contract OK’d

A high water event at a bridge in Wolf Township, which is part of the county's Bridge Bundle 3, has caused a 2% increase in the construction contract. The Lycoming County Commissioners approved a change order of $48,500 for the project.
Work on the bridge had nearly been completed, according to Austin Daily, transportation planner with the county's Planning and Community Development Department, when the high water washed out the work that had been done.
"They basically have to divert the stream out around the bridge which is already in place and send a crew in and regrade the stream bed by hand to get us in compliance wit ," Daily said.
"The bridge is complete. We just have to make sure that we're in compliance because technically the township's permit. It becomes an issue if there were a high water event that would adversely affect it," he said.
Once the bridge is in compliance, then the township is responsible for any maintenance.
The cost of the change order is covered by Liquid Fuels funds.
Under personnel items, the commissioners approved hiring the following personnel for the positions and rates of pay listed: Stacy Snyder, full-time replacement clerk IV in the assessment office, $17.64 per hour; Niles Stover, full-time new position maintenance III in facilities management, $29.12 per hour; Amber Winder, full-time replacement administrative specialist, in Judge Biichle's office, $17.96 per hour; Kylee Dewitt, full-time replacement correctional officer I at the prison, $20 per hour; Ryan Higgins, full-time replacement resident supervisor I at the pre-release center, $17.18 per hour; and Renee Thomas full-time new position clerk III in the District Attorney's office, $14.73 per hour.
Other action items approved by the commissioners included: an agreement with the American Federation of State, County and Municipal Employees AFL-CIO pre-release center local 3403; a commercial insurance proposal from the Hartman Group for the Lycoming County Recreational Authority for $2,270; the Pennsylvania Commission on Crime and Delinquency project modification request for Lycoming County Probation with restrictive conditions grant; an agreement with Dinges, Dinges and Waltz LLC, for the Juvenile Probation Office; an agreement with Gillum Psychological and Counseling Services; an agreement with CHOR Youth and Family Services; the 2023-24 Radiation Emergency Response Fund (RERF) grant application in the amount of $5,856; the Prothonotary's Civil Document Software annual maintenance invoice for $23,238; a subrecipient agreement with Transitional Living Centers Inc. for $210,000 in PHARE funds; a renewal agreement with Direct Energy Business for gas transactions for the prison, Executive Plaza, Third Street Plaza, the Courthouse, Lysock View Complex and the Pre-Release Center and electricity transactions for all county-owned facilities.
The next meeting will be at 10 a.m. March 30 in the commissioners board room, first floor, Executive Plaza, 330 Pine St.
