Renovation plans for the Central Elementary School were outlined by the project's architect during a public hearing before South Williamsport Area District officials and residents this week.
"This is a very efficient plan," Vern McKissock, of McKissock Associates, said at the conclusion of his presentation. "There is no fluff or excess."
Two options are being explored as part of a district-wide facilities study which would involve reconfiguration of classrooms and building space and the possibility of closing Rommelt Elementary School.
"The final determination on how the board will move forward will be based on the board's decision when they receive alternate bids in July 2023," Superintendent Dr. Eric Briggs said.
McKissock noted the features of the plan calling for what he sees as changes and improvements to Central Elementary. They include:
• Addition of classrooms and larger classrooms.
• Adequate small group and learning support areas.
• Dedicated spaces for STEM and music.
• New heating and air conditioning.
• Addition of a multipurpose room, restrooms, and a full-service kitchen.
• High-efficient LED lighting.
• A larger sized vehicle loop outside the building.
Donald Larson, borough resident, advised district officials not to "price South Williamsport out."
The district has had enough tax increases, he added.
Borough resident Ed Feinberg wanted to know the fate of Rommelt Elementary.
"We are exploring a couple of options," Briggs said, noting they include selling the building or using it for other purposes such as an educational center.
The elimination of Rommelt would result in a reduced K-12 capacity of 378 students, while additions to Central Elementary would accommodate additional students as well as growth and more efficient operations.
Briggs noted that the district's student enrollment has been "slowly declining" since 2000 but is expected to level off over the next 10 years.
"Enrollment for 2022-2023 was projected to be 1,287 pupils," he said. "However, the decline post-pandemic has been greater than anticipated with the actual current 2022-2023 school year enrollment being 1,180."
Audrey Bair, of Piper Sandler & Co., the project's underwriter, said the district can select among several options to finance the project including the least expensive through general obligation bonds.
Residents will have until June 1 to make comments in writing about the building project. All comments should include the name and address of the person.
