River Valley Plaza and Hepburn Plaza will be getting improvements to the facade of buildings.

Williamsport City Council recently authorized certificates of appropriateness ensuring that happens.

A certificate of appropriateness, which is required for meeting building redesign in the Central Business District, was approved for 201 Basin St., a part of the River Valley Plaza, which is the gateway entrance on the Old City section at Basin Street.

The certificate is for facade work only, not signage, Gary Knarr, city zoning officer, said. It includes off-white brick, wood siding, and copper plating and lighting, he said.

The request went through the city planning commission and received a positive recommendation, Knarr said.

Signage requests will come back to council and will be part of a package of several businesses.

Additionally, council approved a certificate of appropriateness for the Fine Wine and Good Spirits store in the Hepburn Plaza. The rebranding of the food and wine store certificate is for outside business lettering.

In other business, the council approved a resolution authorizing the petition for exemption under the state Liquor Control Board's liquor code for noise emitted outside from brick and mortar establishments in three entertainment zones.

Council tabled motions for residential and commercial Local Economic Revitational Tax Abatement to go over final language and legal issues.

Council approved a resolution to purchase Arvik Network Management Monitoring Solutions presented by Kris Black, city information technology officer. This is $3,900 for this year and is software to cover the computer network end to end.

They also approved a resolution authorizing an agreement between the Williamsport Bureau of Fire and McClure Company as presented by Fire Chief Sam Aungst. This will be for a heating, ventilation and air conditioning system at fire headquarters on Walnut Street. McClure specializes in commercial or residential plumbing or heating, ventilation and air conditioning services and was the second lowest bidder at $25,658, according to Aungst. The bid document was reviewed by Austin White, city solicitor.

The second lowest bidder was chosen due to the first bidder not meeting the specifications required by the city. A roofing replacement contract is expected to follow once the HVAC has been installed.
