Raises approved for superintendent, other Jersey Shore administrators

JERSEY SHORE — Salary increases of 2.75% for the superintendent, assistant superintendent and the district’s business manager were approved by the Jersey Shore Area School Board at their meeting this week.

According to board documents, Superintendent Dr. Brian Ulmer was hired in 2020 at a salary of $127,000. In 2021, he received a 2.5% salary increase and a 3% increase in 2022. With the latest increase, Ulmer’s annual salary will be $137,767.

The contract for Ben Enders, district business manager, runs from July 1, 2020, to June 30, 2025 and sets his salary at $100,000. In 2021 Enders received a salary increase of 2% and in 2022, he was given a 1% increase. His salary for the 2023-24 fiscal year will be $105,853.

Dr. Laura Osenbach, assistant district superintendent, was hired in 2022 at a salary of $120,000. The increase approved by the board brings her salary to $123,300.

In other personnel actions, the board approved the following appointments at the rates of pay listed: Caden Carson, technology department intern, $12 per hour; transfer of Jessica Lowe from part-time paraprofessional to full-time special education paraprofessional, $20,498 per year; Julie Heck, high school head cook beginning Aug. 17 for an estimated 10 weeks at a rate of $21.37 per hour and then returning to high school full-time food service position; Devan Hensler high school assistant cook beginning Aug. 17 for an estimated 10 weeks at $18.03 per hour and then returning to high school part-time food service position; Andrew Magyar, full-time custodian at $15.66 per hour; Nicole Barr, full-time building and grounds secretary, $38,259 per year; Jordan Pauling, middle school assistant football coach, $3,163 stipend; Brian Witner, ISS paraprofessional, $19,930 per year; Chelsea Strayer library aide paraprofessional, $19,570 per year; Melissa Edler, fourth grade learning support paraprofessional, $19,776 per year; Brady Jordan, volunteer middle school football coach; transfer of Jason Whitmas from volunteer middle school football coach to assistant football coach, $3,163 stipend; Michelle Laubach, part-time food service substitute, $12.75 per hour; Robin Tressler, food service substitute, $12 per hour; and Jennifer Wasserloos and Debra Hillayard, part-time food service workers, $12.75 per hour each.

The following were approved as new teacher mentors for the school year at a stipend of $500; Anna Berger, Mallory Myers, Shawn Weaver, Michelle Long, Rebecca Ball-Schaller, Theresa Murray and Seena Armbruster and Harrison Young (co-mentorships and splitting the stipend.)

The board accepted the following resignations: Austin Donahay, security guard; Robert Harrow, event staff; Jennifer Mellinger, Title I reading paraprofessional; Alison Confer, 4th grade level leader advanced tiers coordinator and 4th grade teacher at Avis Elementary; and Brett Herbst, head middle school softball coach/assistant coach.

The board gave the okay to raise the adult lunch price by 85 cents. Adults will now pay $4.

In other actions the board approved: an agreement with Bayada Health Care, Inc; a contract with Justice Works YouthCare; a contract with ESI Employee Assistance Group for an employee assistance program; an agreement with Susquehanna Community Health and Dental Clinic for services for district students; an agreement with New Story, State College, for student educational placement; an agreement with the Pennsylvania State University regarding student teaching placement; an agreement with the Children’s Center for Treatment and Education doing business as Beacon Light Behavioral Health System; a transportation management contract with Windecker Enterprises, doing business as Marden’s, Inc. for the 2023-24 school year with yearly renewals during the term of the current five-year transportation contract; and an agreement with the Lycoming-Clinton Joinder Board for services provided for the student assistance program.

A three-year district level comprehensive plan was approved by the board.

The next meeting will be Aug. 14 at the Administration Building, 175 A&P Drive.
