Former Stevens Primary School sells for $850K

Stevens Primary School, which was closed last year, will soon be in the hands of new owners following the approval by the Williamsport Area School Board at their monthly meeting of a sales agreement with Moonrise Acquisitions LLC for the purchase of the buildings and grounds at 1150 Louisa St.
The purchase price was listed as $850,000. No plans for future use of the building were disclosed.
A petition will now be filed with the Court of Common Pleas to approve the sale.
In another finance-related action, the board agreed to authorize the administration to work with PFM Financial Advisors LLC, as financial advisor, and Saul Ewing Arnstein & Lehr LLP as bond counsel and the district solicitor with the issuance of general obligation bonds in the amount of $6.56 million for the purpose of funding capital projects.
The bulk of the new bond will be primarily used for the multi-phase construction project at Lycoming Valley Intermediate School, according to a district spokesperson.
The remaining funds will help support other capital improvements in the district. This was a planned financial structure -- basically a tiered funding plan to cover the project.
High school and middle school girls in the district will now have a wrestling program starting during the current school year. Because the program is in its beginning stages, the district teams will co-op with a team from another district.
Under personnel items, the board accepted the following resignations: Miranda J. Dincher, 2nd grade teacher at Jackson Primary; Tyler J. Farabaugh, special education teacher at the high school; Louise M. Ferguson, Teranie L. Schell, part-time food service workers at the middle school; Karen L. Furey, part-time aide at the middle school; Anna M. Myers, 1st grade teacher at Hepburn-Lycoming Primary; Dillon C. Perchinski, CTE welding teacher at the high school; Jessica M. Schuster, school counselor at Jackson Primary; Demarr S. Wright paraprofessional at the high school; and Melissa M. Yetter, health room technician at the high school.
The following persons were hired to fill the positions at the rates of pay listed, if applicable: Theresa J. Levins, Lisa C. Swoyer, substitute teachers, $150 per day; Louise C. Lovecchio, Jennifer A. Engel, Remington P. Derdel, non-certified substitute teachers, $100 per day; Megan E. Louder, middle school choral director; Michelle A. Loomis, assistant principal at Hepburn-Lycoming Primary, $94,600; Gwendalyn E. Blass, 4th grade teacher at Curtin Intermediate School, $54,706; Brianna L. Peck, assistant, $2,240; 7th grade girls' basketball -- Keith W. David, head coach, $2,800 and Shane M. Reeder, assistant, $2,240; and Dana L. Smith, volunteer.
Other positions filled included: marching band director, Daniel "Ryan" Bulgarelli, $8,000; assistant director, Jeffrey P. Smith, $4,000; percussion coordinator, Marc R. Garside, $3,200; wind coordinator, Donald J. Fisher, $2,400; front ensemble percussion instructor, Zachary A. Nash, $800 -- this position is funded by the boosters; Candice E. Grimes, visual coordinator for the high school marching band, $1,920; strolling strings, Matthew A. Radspinner, $3,600; concert band director, Bulgarelli, $2,000; jazz band director, Bulgarelli, $1,200; middle school director, Fisher, $1,600; Curtin director, Smith, $1,200; Lycoming Valley director, Carole C. The following staff was hired for after school supervision of the Fitness Center at the high school at the rate of $16.34 per hour: Jeremiah A. Washington, Coty L. McCloskey, Jordan C. Yohn, Steven C. Lingle and Lily R. Meixel.
Prior to the business portion of the meeting, Jason Fink, president and CEO of the Williamsport/Lycoming Chamber of Commerce, spoke to the board about a new citywide LERTA (Local Economic Revitalization Tax Assistance) which will include both commercial and residential properties. LERTA is a state tax abatement program which allows property owners to make improvements to their homes and have the taxes on those improvements abated on a graduated basis over a 10-year period.
The board will vote on whether to participate in the program at next month's meeting which will be at 6 p.m. Oct. 10 at the District Center, 2780 West Fourth St.
