The average daily population in the Lycoming County Prison system which includes both in the prison and at the Pre-Release Center has increased since the beginning of the year with 43 more inmates on an average than in the month of January.
"You can see how we've increased from the 213 average in January to 256 here, three-quarters of the way through the year," said Warden Brad Shoemaker at this month's Prison Board meeting. The peak average daily population was 266.
In September the prison carried an average of just over 167 males, while at the Pre-Release Center there were an average of about 41 males for an average daily population of almost 218. The peak population for the month for males was 225.
There were an average of almost 28 females at the prison and about ten at the Pre-Release Center for an average daily population of 38. The peak population for the month was 41.
There were no transfers of inmates due to overcrowding during the month.
The monthly report for the Bail/Release program revealed that there were an average of 45.63 clients on supervised bail; 89.43 on intensive supervised bail; and 2.1 on supervised release, driving under suspension, which resulted in a savings of 4,115 bed days.
A mental health snapshot for Oct. 11 showed that there were 108 inmates or 40.60 percent of the entire prison system population who had no mental health history. Those who had a past mental health history, but had not had symptoms in the past year were 68 or 25.56 percent. Inmates with current mental health issues who were now or had a history of psychotropic medications, outpatient counseling, psychiatric hospitalizations and sel-harm/suicide attempts was 78 or 29.32 percent of the overall population in the prison system. Inmates with serious mental illness such as involuntary psychiatric commitments, recent or multiple suicide attemps, a serious mental illmess diagnosis such as schizophrenia or were actively psychotic during intake was 12 or 4.51 of the average daily population on that day. Inmates with a past, current or serious mental health issues totaled 158 or 59.39 percent of the total.
Expenditures for the month at the prison totaled $167,589, with $46,607 or 27.81 percent for health services and medical supplies; $37,710 or 22.5 percent for food and $83,271 or 49.69 percent for general services, supplies and maintenance.
For the Pre-Release Center, expenditures were a total of $31,099, with health services and medical supplies totaling $45,903 or 18.98 percent; kitchen supplies and food, 418,745 or 60.28 percent and general services, supplies and maintenance at $6,450 or 20.74 percent.
Under personnel items, the board approved hiring Bryant Wilson, Zachary Miller and Mathew Walker as full-time correctional officers-relief.
