Lycoming County commissioners send funds to West Branch Drug and Alcohol
An agreement between Lycoming County and West Branch Drug & Alcohol Abuse Commission will put $50,000 toward prevention, case management or treatment of juvenile probation clients and for the assessment and treatment of adult DUI and drug offenders.
Monies for the Act 198 fund, or the Substance Abuse Education and Demand Reduction Fund, are generated from costs imposed for violations of the Controlled Substance, Drug, Device and Cosmetic Act or driving under the influence of alcohol or a controlled substance laws.
Other actions taken by the commissioners included the approval of an adult probation grant-in-aid application to the Pennsylvania Commission on Crime and Delinquency for $161,590 and a state Homeland Security Grant Program agreement with the Pennsylvania Emergency Management Agency (PEMA) and the North Central Task Force in the amount of $509,996. Both were 2023-24 budgeted items.
In other business, the commissioners approved: the intergovernmental agreement for intrusion detection services with PEMA; the federal fiscal year 2023 Emergency Management Performance grant agreement with PEMA for $66,214; an amendment to a municipal solid waste disposal capacity agreement with Mifflin and Juniata counties; a service agreement with Maximus US Services Inc. for $24,000; an annual support and communications service invoice/price quote of $10,340 for case management software for Adult Probation; a three-year price quote with IntegraOne for network security services for $59,901, which is $8,000 less than from the previous provider; and Price Quote for video conferencing software for county departments for $14,900.
Agreements with two facilities providing services for juvenile delinquent offenders were also approved. They are: Clear Vision Residential Treatment Services Inc. for delinquent females at $206 to $213 per day; and Adelphoi Village, for both delinquent males and females at a cost dependent on the services needed.
Under personnel items, the commissioners approved hiring the following persons for the positions and rates of pay listed: Stacey Folk, full-time replacement EMA manager in the Department of Public Safety, $49,444 per year; Melinda Fryer, full-time replacement director of Human Resources, $90,950 per year; Karen Aldenderfer, full-time replacement civil processing clerk in the Prothonotary’s office, $17.64 per hour; Malik Wertman, full-time replacement Adult Probation Officer, $23.82 per hour; and Jacob Bowen, full-time replacement custodial worker in Facilities Management at $13.55 per hour.
