The Lycoming Water and Sewer Authority (LCWSA) approved their 2024 $7.1 million budget which includes rate increases for some of their service areas.
Customers of the Armstrong Sewer System, will see an increase of $5 per Equivalent Dwelling Unit (EDU) per month bringing it to $80 monthly per EDU. A single EDU is a single-family dwelling unit.The increase was necessary because the customer base has decreased resulting in reduced revenue and rising costs.
For those in the Montoursville Regional Sewer System, an increase of $10 per EDU per month will bring the rate to $85 per month per EDU. The Montoursville system has also seen a decrease in revenue and that along with escalating operating, chemical, and material costs, necessitated the rate increase.
There is also a proposed increase for the consumption rate and the fixed charge based on meter size in the LCWSA Regional Water System.The consumption rate will increase from $11 per 1,000 gallons to $12 per 1,000 gallons and the fixed charge will increase by $5 per month for the standard household size meter.
The Authority's Beaver Lake Sewer System, Limestone Water System, Mifflin Manor Sewer System and their Stormwater Management Program will not see an increase in 2024.
As in the past customers can receive a 5 percent prepay discount by 12 months in advance with payment received by Jan. 20.
Some of the issues impacting the authority's budget included inflation, supply chain and rapid escalations, limited revenue sources, customer base/ development limitations and lack of grant funding because of the competitive process and onerous requirements. There are also issues with aging infrastructure and obsolete and aging equipment.
In other business, the board approved retaining McCormick Law as the solicitor and HRG Engineering as the authority's engineer.
