Lycoming-Clinton Joinder Board preparing for move later this year

A tax-exempt loan to cover construction costs for their move to Third Street Plaza's fourth floor was approved by the Lycoming-Clinton Joinder Board at their monthly meeting this week.
The board has been working with Woodlands to secure the loan which will be 75 percent of prime for three years at a 15-year term, according to Rhonda Asaro, the Joinder's fiscal officer.
"One of the rules for us is that we have to stay under fair market value. We had that rental assessment done several months ago. The fair market value came in at $28,675. The mortgage payment will come in at $20,872 per month," Asaro told the board.
Also in preparation for the move from the Sharwell Building, which is expected to occur later this year, the board approved an agreement for a parking lease at $4,410 from Danko Holdings, L.P.
"As part of the move to Third Street, we needed to arrange parking for the employees since we will no longer have access to the parking lot here," Keith Wagner, executive director said.
The parking lot owned by Danko is on Market Street, adjacent to St. Mark's Lutheran Church, about a block from their new offices on Third Street.
"We have reached an agreement with them for $35 per parking slot. There are 126 slots in that parking lot and what we've agreed to is that we will renew this annually," Wagner said.
"There are some limits in the agreement as to how much they could increase the cost year over year, but they will handle the snow removal and that kind of thing in the winter. They are comfortable with us putting up signs to restrict certain parking for our vehicles," he said, noting that there are already handicap accessible spots there.
Lycoming County Commissioner Scott Metzger abstained from the vote due to a campaign donation he had received from the owner of the parking lot.
In other business, the board approved the following: a one-year agreement with Susquehanna Software, Inc., to develop a System of Care Software at a cost of $70,000 per year for development and maintenance fees of $13,000 per year; a renewal agreement with United Cerebral Palsy of Central PA for in-home community supports, companions services, and family aides for $50,000 which would be used if clients do not have Medicaid; an agreement with West Branch Drug & Alcohol Abuse Commission to provide collaborative consulting services at a rate not to exceed $33,000; and an agreement with RipKey LLC to develop a marketing campaign for the Lycoming-Clinton Behavioral Health Choices, not to exceed $9,750.
Prior to the business portion of the meeting, the following Joinder Board officers were elected: Jeffrey Snyder, Clinton County commissioner, president; Scott Metzger, Lycoming County commissioner, vice-president; and Mark Mussina, Lycoming County commissioner, treasurer.
