Muncy Borough fills council seat
Muncy Borough Council voted 3-2 to appoint George Henry to fill the seat vacated by Brooke Bishop on the board and took care of other business during its recent meeting.
Henry, a retired Muncy School District teacher, was one of three people seeking the seat.
The others were Tara Ashby and Ed Feigles, a former council member who notified borough officials prior to the meeting he was no longer interested in being considered for the vacancy.
Councilmen Ryan Scruggs, Thad Martin and Steve Shank voted in favor of Henry. Richard Sutton and Scott Delany cast votes for Ashby.
Henry and Ashby briefly addressed council prior to the vote.
“I would like the opportunity to volunteer my time and talents,” Henry said. “You can count on me to do my very best.”
Ashby said she has worked closely with the borough, including service as a Muncy employee. She noted she raised her children in the community.
“I love the area,” she said.
In a related matter, council accepted the resignation of Brooke Bishop from council.
Council approved new employee contracts for Charles Hall, borough manager, and Katie Hakes, secretary/treasurer.
Hall is to be paid $32 per hour for the part-time position.
Details of Hakes’ agreement were not available.
In other business, council approved a one-year maintenance agreement with West Branch Regional Authority.
John Lynch, of WBRA, said the agreements allow municipalities to make use of equipment needed for various work and projects at a base rate.
“We don’t do prevailing wage,” he said.
Council voted to apply for a license plate reader grant and a security system and handgun update grant.
Tom Hughes, state hazard mitigation officer, addressed council about receiving technical support through the Federal Emergency Management Agency (FEMA) for flood mitigation projects and other municipal projects.
Communities such as Muncy are eligible for the program.
Brian Auman, BSA Land Plan, updated borough officials regarding the downtown corner lot project at Main and Water streets.
Auman said the spot could most likely be set aside as public green space with perhaps trees planted there.
Council briefly discussed the possible replacement of bleachers at Waldron Park on Green Street.
It was noted that the bleachers are in disrepair.
Council appointed the following personnel to boards:
• Greg Delany and Jon Ort, Board of Health.
• Ed Feigles, Planning Commission.
• Craig Scruggs, Zoning Hearing Board.
• Michael McAleer, David Edkin, and Chuck Leonard, Muncy Borough Municipal Authority.
Council accepted the resignations of Lisa Lyons and Jamie White from the Shade Tree Commission.
The next council meeting is set for 6:30 p.m. Tuesday, April 2.
