An Appalachian Regional Commission (ARC) Construction RSBA (Registered State Basic Agency) Grant Contract between the SEDA-Council of Governments and the Williamsport Water Authority in the amount of $.5 million was approved at this week's Lycoming County Commissioners' meeting.
The funds from the grant will be used for the Authority's Williamsport Industrial Corridor Utility Modernization project.
Agreements with Monitronics to upgrade the security systems at five Resource Management Services (RMS) facilities were approved by the board of commissioners. Each of the upgrades will cost $1,347 for a total cost of $6,735, according to Leslie Kilpatrick, IT operations director at the county.
"Basically this is going to take their alarm systems off of the antiquated phone lines and put them on the network," Kilpatrick told the commissioners.
The new system is being installed at the transfer station, shop building, admin scale house, pump station and recycling building.
The costs will be paid through money generated by the landfill.
An agreement with G.R. NOTO Electrical Construction to install a sub-panel for the fire alarm system in the amount of $43,605.00 was approved.
Two agreements with Anthony Visco Jr. Architects were approved. The first was in the amount of $10,000 for the law clerks' office renovation project and the second was for the sub-level 1 project in the amount of $77,300.
An amendment to the contract with Hulton Contracting, Inc., totaling $29,800 for metal work done on the roof of Third Street Plaza was approved.
Other agenda items approved included: a Memorandum of Understanding with the Council 86, American Federation of State, County and Municipal Employees, AFL-CIO and the Lycoming County Deputy Sheriff's Association, which addresses overtime pay for holidays; an agreement with Stathill Investigations not to exceed $20,000.
Other approvals include an agreement with Columbia County Prison providing for housing county inmates at the facility if necessary; an agreement with First National Insurance Agency LLC; an amendment to an agreement with Barton Loguidice, D.P.C. for their hourly rates pertaining to work at RMS; and an agreement with Donald Martino, Esq., in the amount of $50,000 to provide legal representation as conflict counsel.
Under personnel, the commissioners approved the following full-time replacements at the rates of pay listed:
• Stacie Aldinger, paralegal, District Attorney's office, $21.53 per hour
• Karen Wilson, clerk III, District Attorney's office, $16.32 per hour
• Lynelle Cromley, clerk III, District Attorney's office, $16.64 per hour
• Charles Morehar, resident supervisor, Pre-Release Center, $18.64 per hour
A clarification by the commissioners of an action taken at last week's meeting was offered concerning the approval of funding for the Housing Initiatives Program. The money will be coming from Act 13 funds and not American Rescue Plan Act funds.
The next commissioners' meeting will be at 10 a.m., April 11. at the Commissioners' Board Room, 1st floor Executive Plaza, 330 Pine St.
