Clinton County amends makeup of sewer board

LOCK HAVEN -- The Clinton County Board of Commissioners approved amendments to the Clinton County Sewer Authority's articles of incorporation, adjusting aspects of its board makeup.

During a recent work session, county Planner/Engineer Steve Gibson explained the amendment came through a request from the sewer authority.

According to Gibson, the board is made up of 9 members from the tributaries within the authority system -- this includes Mill Hall, Castanea, Flemington, Lock Haven, Woodward, East Nittany Valley Joint Authority, Bald Eagle Township Authority and Allison Township and the Wayne Township Landfill.

However, Gibson said the authority is requesting Allison Township and the landfill be removed and replaced.

"One of the members from 2006 was the Wayne Township Landfill, that will become a member at large which is typically the Clinton County Economic Partnership," Gibson said. "The other member is Allison Township, which is being removed. That removal is at the request of the Allison Township supervisors."

Gibson explained the at-large member would be appointed by the Clinton County Board of Commissioners.

"The reason why the county is getting the spot is the substantial investment it made to the sewer infrastructure through its last PennVEST loan," he said.

The board unanimously approved the amendment and, later in its meeting, appointed Gibson to serve as the county's at-large member.

In other business the commissioners:

• Approved the purchase of a Ubiquiti Unified Wifi hardware replacement from CDWG under the National Intergovernmental Purchasing Alliance Company for $5,248.32.

• Approved a grant application submitted by Roads to Peace for funding under the 2025-27 Stop Violence Against Women Grant.

• Approved a 60-month fair market value buyout lease with De Lage Landen for a Kyocera color copier and a maintenance agreement with Willits Copiers based on usage for the Clinton County Courts at a monthly fee of $270.01.
