New details emerge in Loyalsock shooting that killed teenager

Judge: Suspect’s mother eligible for bail

New details into the investigation of the shooting death of a teenager in the parking lot of a Loyalsock restaurant last month were revealed during a Tuesday afternoon bail hearing for the mother of the suspected shooter, PennLive.com reported.

The exact charges facing Johneice Francin Legare, 37, remain sealed at this time, though Lycoming County District Attorney Tom Marino laid out some of the evidence against Legare.

Fifteen-year-old Ahmeen Palmer was gunned down in the parking lot of T.G.I. Fridays just after 6:30 p.m. on March 2 while attending a birthday party at the restaurant.

Legare's 13-year-old son, the alleged victim of a slap two weeks prior, was among members of two gangs attending the party. After learning who was in attendance, Legare and her older son drove to the restaurant, according to court testimony, per PennLive.com.

It is time to settle this "one-on-one," the younger boy allegedly said upon entering the vehicle with his mother.

Shortly after, a person wearing a black mask and black clothing fired five shots before getting into Legare's vehicle, Marino said, according to PennLive.com.

Discarding evidence including a firearm and cell phones along I-80, the three immediately headed to Philadelphia.

Her 17-year-old son remains at large, likely in Philadelphia, the DA said, PennLive.com reported.

Legare had been held without bail since her arrest in Philadelphia on March 6, and remains the only suspect arrested in connection with the murder.

Charges against the 13 year old were previously withdrawn by authorities.

"This would not have happened if she hadn't taken her [older] son to Friday's." Marino said at the hearing according to PennLive.com.

Defense attorney Jeremy-Evan Alva had argued that Legare was taken into custody at her father's house without incident and that she did not present a flight risk.

Marino disputed both of Alva's assertions, stating that Legare only surrendered herself to authorities after U.S. marshals threatened to kick in the door, PennLive.com said.

Legare had no plans to return to the Williamsport area, Marino told the judge, directly challenging Alva's flight risk argument, according to PennLive.com.

The charges against Legare, still under seal, include conspiracy to commit aggravated assault, hindering apprehension and possession of an instrument of crime, Marino said, according to PennLive.com.

At the close of the hearing, Judge Eric Linhardt ruled that Legare is eligible for the intensive supervised bail program in the amount of $250,000, per PennLive.com.

She must secure an approved home plan in Lycoming County, before she is released, Linhardt ruled, striking down Legare's wish to reside with her father in Philadelphia.

Her former unit in the Penn Vale housing project was near one that was shot at the night after the homicide. No one was injured in that shooting and no one has been charged for the incident.

She has been evicted from that residence PennLive.com reported.

During a March 5 press conference, Marino stated his personal belief that the two shootings were related, though he did not elaborate.

A preliminary hearing date has not yet been set.
