Charges continue to mount against Troy Bailey Sr., the man charged as the main shooter in the killings of Alisha Seese and Ronald Dailey Jr. in early January, as District Judge Christian Frey ruled that there was enough evidence to move forward with 12 counts each of forgery and identity theft against Bailey, 57.
The charges approved Tuesday afternoon were part of a February preliminary hearing, which saw three counts each of theft by deception and making false statements, bound over for court by Frey, who dismissed the forgery and identity theft charges, citing a lack of evidence.
"The Commonwealth presented no evidence that the defendant altered any writings of another person," Frey said in a written decision issued March 1, adding that the prosecution failed to enter any evidence as to whether Bailey Jr. had given his father the consent to use his information.
Following that ruling, city police agent Brittany Alexander conducted a phone interview with Troy Bailey Jr., 31, currently serving a 25- to 50-year prison sentence since 2019 for the murder of Philadelphia trans-rights activist Michelle "Tameka" Washington, at SCI-Dallas.
He "never permitted his father, Troy Bailey Sr., to use his social security number under any circumstance," Bailey told Alexander, according to court documents.
"Additionally, he said that he never permitted Troy Bailey Sr. to sign his name on any documents, including those to gain employment," the agent wrote in the affidavit.
These assertions were backed up by Bailey Jr., who appeared in court Tuesday via video, with Frey stating that his testimony "resolved" the lack of evidence issue.
It is alleged that Bailey Sr. used his son's Social Security number to gain employment with Lycoming Engines, Faxon Car Wash and the Hampton Inn, making an approximate total of $29,027.01 from 2021 to 2024, according to court documents.
Authorities were informed of the alleged offenses shortly after the Jan. 11 double homicide.
"They told me that Troy Bailey Sr. had been using his son, Troy Bailey Jr.'s social security number to gain employment with both Lycoming Engines and Faxon Car Wash," Alexander said in an affidavit.
"They also told me that his ex-girlfriend, Alisha Seese, had exposed this to Lycoming Engines and he had since been suspended," the affidavit continued.
Bailey Jr. and Alexander were the only witnesses called by Assistant District Attorney Matthew Welickovitch. Defense attorney Howard Gold had no additional questions for Bailey Jr. and did not present any witnesses of his own.
In a bizarre move, Bailey Jr. requested to speak to his father directly. After a brief protest from Welickovitch, Frey allowed Bailey Jr. 30 seconds to speak.
"What's up, old man," Bailey Jr. said to his father.
Frey interjected to remind the two that members of three media outlets were present.
"That's okay, I just want to tell my dad that I love him," Bailey Jr. said, with Bailey Sr. offering the same sentiment in return.
"I love you, dad. I'll talk to you soon," Bailey Jr. said before the video call was ended.
In addition to the latest round of charges and those of the double homicide, Bailey Sr. also faces charges of indecent sexual assault, endangering the welfare of a child and corruption of minors in a separate case.
In March, Frey set Bailey's bail in the amount of $50,000 for the new charges, though he remains locked up on the homicide and sex assault charges.
No trial date has been set for any of the cases before Bailey.
