Lycoming County commissioners approve funding for mountain bike skills park in Williamsport

Members of the Lycoming Composite Racing Team were on hand at the Lycoming County commissioners' meeting this week as approval of $250,000 in American Rescue Plan Act (ARPA) funds was approved for the Shaw Park mountain bike skills park project.
The grant and monitoring agreement with the City of Williamsport for the funds brings the total amount to $500,000 for the project. The city received the remainder from the Department of Conservation and Natural Resources for the project.
"The grant contract lays out the responsibilities of the county and the city and how we work together," said John Lavelle, of the county's deputy director of Planning and Community Development.
"This only kind of formalizes what we've already been doing." He added.
One of the permitted uses for ARPA funds is for recreational purposes.
"This is a good example of using ARPA monies and partnering with the city on the project and leveraging those dollars," Commissioner Scott Metzger said.
In other business, the commissioners approved two agreements for services for the Juvenile Probation Department. One was with Kidspeace National Centers, which included a 43% increase in costs and Cornell Abraxas Group LLC, with a 4.75 to 20% increase depending on the services required.
Both are used on an as needed basis.
Other actions included: the purchase of replacement parts from Excelsior Blower Systems, Inc., in the amount of $17,151, for Resource Management Services; $46,130 to build a new PPL high voltage line into the Unicor Building at the landfill; and ratification of a grant application for Election Integrity Program funds totaling $370,882.
Under personnel, the commissioners approved hiring the following full-time employees: Michael Grosso and Alexis Carey, correctional officer at the prison, $20 per hour; Bashirah Doamaral, resident supervisor I at the Pre-Release Center, $18.64 per hour; and Jesse Wagner, juvenile probation officer, $21.81 per hour. All are union employees.
Samuel Hostrander was hired as a part-time correctional officer at the prison at $20.70 per hour.
Austin Daily, transportation planner at the county, shared that the county had won the County Commissioners of Pennsylvania Road and Bridge Safety Award for the second year in a row. The county was chosen for the bridge-bundling program.
The next commissioners' meeting will be at 10 a.m. Aug. 15 at the Commissioners' Board Room, 3rd floor Third Street Plaza, 33 W. Third St.
