Muncy Borough Council acts on grant funding for Carpenter Street bridge, other projects

Muncy Borough Council acted on grant funding and other matters during its regular monthly meeting.

Council agreed to apply for a $52,260 Lycoming County liquid fuels grant toward the Carpenter Street Bridge project. The bridge spanning Glade Run requires rehabilitation including wing wall work, according to Muncy Borough Manager Charles Hall.

Wing walls provide smooth water flow into the bridge site, provide support, and protect embankments. 

The borough previously secured a PennDOT grant for the bridge improvement work.

Council approved an $83,000 grant for license plate readers.

The readers help police identify plate numbers including those of vehicles committing traffic violations.

Council discussed possible sale of the borough building at 14 N. Washington St. and securing a new site for municipal business.

The U.S. Justice Department investigation last year concluded that the building does not adhere to Americans with Disabilities Act regulations.

In the meantime, borough officials have explored other locations for a municipal building.

One option under a land swap agreement between the borough and the public library would allow the borough to erect a new building on property at South Washington Street.

“We need to put it (the borough building) on the market fairly soon,” Councilman Richard Sutton said.

However, Hall noted that the borough still needs to secure a Local Share Account grant for funding a new building. Council recently applied for the $1 million grant.

Council also discussed issues regarding removal of municipal records from the borough building to possibly a temporary site and an eventual permanent location.

In other matters, council tabled action on adopting a police policy program.

Muncy Police Chief James Dorman told council the program helps track policies and procedures in adherence to state and federal laws.

He noted the upfront cost to the borough is $10,400, plus a yearly fee of $4,300.

Brady Township, which receives borough police coverage, would possibly pay half of the upfront costs.

Sutton and Councilman George Henry said they like the concept of the program but would like to get more information about it. Council agreed to consider the program at its next meeting.

In personnel matters, council hired Michelle Varvel as a crossing guard. She replaces Tim King who resigned.

Council was questioned by a borough resident regarding the status of Councilman Bill Scott.

Scott has not attended any borough meetings since being voted down as council president in January.

Borough Solicitor Chris Kenyon said although Scott has not attended meetings, he has not committed “an act” that would require council to remove him from office.

Henry reported that the finance committee is working on next year’s borough budget.

The deadline for council approval of the 2025 budget is Dec. 31.

It was reported that collection of leaves in the borough is under way.

Council and the public were reminded that Muncy will host the annual Lycoming County Veterans Parade on Saturday. The parade will kick off at 2 p.m.
