East Lycoming School District prepares for facilities upgrades
The Lycoming Career and Technology Center expansion, Hughesville Junior-Senior High School cafeteria and a fine arts/music room are among the anticipated facilities updates in the East Lycoming School District in 2025.
Dr. Mark Stamm, superintendent, provided a report to the board on these projects.
The Lyco CTC expansion would be possible through a $5 million matching state Redevelopment Assistance Capital Program grant from the Office of Budget through Gov. Josh Shapiro and the Department of Community and Economic Development.
The Lyco CTC consortium included representatives from East Lycoming, Loyalsock, Montoursville, Muncy, Benton and Warrior Run school districts.
Stamm, Muncy School District Superintendent Dr. Craig Skaluba and Heather Burke, East Lycoming School District business manager, are in the process of reviewing the RACP grant requirements and construction loan timing to ensure they are met. Stamm said he anticipated bringing a construction loan proposal to the board in January, seeking approval in February.
The board is expected to hear more detailed updates to the facilities committee along with all other capital projects starting next month.
Capital Projects
The bidding for a cafeteria expansion and fine art classrooms renovations began Dec. 3 and will end Jan. 14. Bids will be opened at a public meeting at 1 p.m. that day and are scheduled for board approval on Jan. 28. Once approved, construction will begin in March on the exterior and interior completed in the summer 2025.
Business and Financial
The board approved the 2025-2026 Act 1 Index Limitation Resolution, which imposes a maximum amount by which the district may raise taxes in its next budget cycle, should it choose to do so. It does not mean the board will raise taxes.
Approval of this resolution now allows the board to move through a normal budget development process rather than the accelerated timeline required if a board intended to increase taxes beyond the Act 1 Index.
Based on current revenue trends and known expenses, Burke and Stamm indicated they are comfortable making this recommendation to stay within the index restriction.
Reorganization
A separate meeting was held to reorganize the board.
Michael Mamrak was re-elected to be board president and Tara Buebendorf as vice president.
The Legislative chairman will be board member Craig Dudek, who also will serve as the IU 17 board representative, and the Lyco CTC member will be Mamrak..
Meeting dates for 2025 also were approved.
