Agreements on Scott Street homes, HUD repayment and trucks, leaf collector approved
Williamsport City Council approved a resolution authorizing a Memorandum of Understanding between the city and Greater Lycoming Habitat for Humanity regarding the six homes going up on Scott Street.
Habitat for Humanity entered into a subrecipient agreement with the city that was approved at the end of last year for the homes under construction. As part of the project, the agency is required to do an environmental review. Habitat is contracting with SEDA-Council of Governments (SEDA-COG) to perform the review, according to Valerie Fessler, city community development executive director.
The city is required to serve as a responsible entity for the review because it is the city HOME funds requiring the review to be done.
Habitat will pay for the environmental review and will not be a cost to the city but it will be an eligible reimbursable expense “to their project that we can pay for with our HOME funds,” Fessler noted.
Council approved a resolution authorizing a Professional & Administrative Services Agreement between City & SEDA-Council of Governments.
Council also approved a resolution authorizing a repayment of $99,896 to theDepartment of Housing and Urban Development (HUD) related to monitoring findings. The city put $100,000 in the 2025 budget for this one-time expense purpose.
The repayment of these funds was discussed in the 2025 budget session, with $100,000 budgeted in the finance department budget for the repayment of $99,896.
A resolution for various insurance needs was approved. Jamie Livermore, director of finance, noted how there was an increase of $41,000 in automobile/vehicle insurance related to the city coverage regarding having new city Bureau of Fire engines.
The city will purchase two super-duty pickup trucks and a dump truck and a leaf vacuum vehicle by using the American Rescue Plan Act funding. The Public Works Department was authorized by City Council to purchase two Ford F350 Super-Duty trucks, one 2025 Ford F600 x 4 dump truck, and a 2025 ODB 25 Cubic Yard truck with a mounted debris collector.
A Certificate of Appropriateness was approved for a business at 138 Mulberry St. that is going to paint the exterior dark hunter green.
