Lawsuit claims inmate was sexually abused by SCI Muncy parole agent

A convicted murderer serving a life sentence for a 2013 Sunbury homicide in which she was dubbed a “Craigslist killer” claims in a federal lawsuit she was sexually abused daily for a year by an institutional parole agent at the Muncy state prison, according to PennLive.com.

Miranda Barbour, 30, made the allegation in a suit filed in U.S. Middle District Court against 11 officials at the women’s prison including the alleged perpetrator Kenneth Jones, according to a Pennlive.

Barbour contends staff at Muncy, in Lycoming County, failed to intervene or protect her from the abuse.

“A lot of the staff at SCI Muncy think sexual abuse is a joke,” Barbour said, according to a news release Wednesday from the Pennsylvania Institutional Law Project, which is representing her. “In the past, I’ve been afraid to say anything when I’ve been hurt. I kept quiet as a mouse.

“But I realized that nothing will ever change if I don’t say something and I will never be safe. So I’m filing this lawsuit to hold the staff at Muncy accountable and to try to make it a safer place for everyone.”

The Department of Corrections does not comment on litigation, a spokesperson said.

Jones, who was terminated last August, has been charged in Lycoming County with felony institutional sex assault for allegedly engaging multiple times in sexual activity with a female inmate. He is free on $25,000 unsecured bail. Under state law, inmates cannot consent to sexual relations with prison staff because of the inherent power imbalance, the media source reported.
