Commissioners pass donation to emergency services agency

The Lycoming County Commissioners received an award highlighting the work they have put into the county’s cash and liquid assets at their weekly meeting Thursday morning.

“We’re really excited to present what we call the CashVest 90+ award today, ” said Tyler Frame, Senior Relationship Specialist for three+one.

“This award signifies the highest level of cash and liquidity management,” he explained.

“This is the second year in a row that Lycoming County has qualified for this award, and it puts you all in the top 10% of counties nationally for cash and liquidity management,” Frame said.

The county was also a recipient of a $10,000 donation from natural gas company EQT Corporation, for use in connection with its emergency management agency operations.

“It’s a pleasure to be here today with you this morning to recognize the incredible work being done by the Lycoming County Emergency Management Agency as part of EQT’s 2025 First Responder Program, ” Kelly Coppadge, Local Government & Community Affairs Specialist for EQT, said.

“We are proud to support our first responders that go above and beyond to keep our community safe,” she said.

“This year, we’ve selected Lycoming County EMA as one of our donation recipients because of the vital role that they play, not just in emergency response, but in the everyday planning and participation preparations that keep our community safe,” Coppadge said.

“We’re truly grateful for all that you do, not only for the community, but for the safety of our employees who live and work here as well,” she said.

Six bids were opened for work on the Blockhouse and Little Pine Creek’s Fish Habitat Enhancement Project, including $48,800 from Aquatic Resource Restoration Company, $24,999 from Cuz Excavating; $20,375 from Darren Thompson Excavating; $23,300 from James Wacker LLC; $31,706.85 from Smith Excavating and Construction; and $21,500 from Watson.

Lycoming County Resource Management Services is requesting bids for lubrication products utilized by machines and equipment at the site, it was announced.

Several bids were awarded for the Emergency Watershed Protection project including $449,123 for Mitchell Knorr Contracting; $154,325 for Glenn O. Hawbaker, Inc. Construction Company; 352,294 for Cuz Excavating; and 435,490 for DGR Excavating.

Multiple staffing positions were given approval by the commissioners, including Alyssa Bashista as full-time Executive Secretary to Lycoming County Judge Ryan Tira, with a salary of $32,890.65 per year, effective May 25, 2025; Fallon Snook, as full-time adult probation clerk, at a rate of $15.02/hour, effective June 9, 2025; Jesse Wagner, as full-time Juvenile Probation Officer II, at a rate of $24.5346/hour, effective May 11, 2025; Angela Scocchera as full-time Planning & Community Development Administrative Coordinator,at a rate of $19.9288/hour, effective June 23, 2025; and Pre-Release Center – Jalisa Jett, as full-time Pre-release Center Resident Supervisor, at a rate of $19.20/hour, effective June 9, 2025.

The commission took action on several other items including the approval of an amendment to Policy 711, pertaining to communication devices; the extension of agreements with Equipment Depot, Xtreme Trucking, LLC and Clinton Counties Commission for Community Action (STEP) Inc. Homes in Need, respectively; and agreements between the county and Central County Youth Center – Detention Center; County of Chester Detention Center, Jefferson County, Ohio detention center; three change orders associated with the new coroner’s facility with Keystruct Construction, totalling $24,595.50; Laron Design Group for the replacement Culvert for Lawshee Run, Jersey Shore Borough, in the amount of $733,560; the state Department of Transportation Planning and Programming, in the amount of $686,000.00; Advanced Communication Solutions, in the amount of $28,000.00; the ratification of a revised DAP-2 packet for PEMA/FEMA public assistance funding related to Tropical Storm Debby: and a resolution repealing the County of Lycoming Residential LERTA.
