‘Countless lives transformed’: Husband-wife team at American Rescue Workers retiring after decades of service

“After more than four decades of unwavering service, American Rescue Workers (ARW) announces the upcoming retirement of two of its most beloved and enduring leaders,” a news release from the church and social services mission said. “Executive Director and Pastor Sam Astin and Business Administrator Dawn Astin will step down from their roles after a combined 90 years of faithful service to the organization.”
Dawn, the news release said, will retire in January 2026, and Sam will remain in his role through June 2026. The husband-and-wife team, who began their journey with ARW in 1979, “have been instrumental in shaping the mission, operations, and spiritual heart of the organization,” the news release said.
Dawn began her career with ARW as a secretary to then-Col. Dedrick, managing payroll and administrative responsibilities. Her weekly pay was $117 — or $2.92 an hour.
In response to the often-asked question of how they met, both Sam and Dawn reply with a smile: “We were introduced at the ARW church–second row, piano side.”
That chance meeting would evolve into a lifelong partnership rooted in faith, service and leadership, the news release noted.
“Under the Astins’ leadership, ARW’s annual budget grew nearly 1000%, and the organization became one of the region’s largest employers and recyclers,” the news release said. “They oversaw the expansion of nine retail thrift stores whose revenue supports 69 shelter beds across three programs, serving men, women, children, and veterans. Their efforts also helped grow hunger prevention programs to reach 1,000 families each month and emergency rent and utility assistance that prevents homelessness for approximately 300 families annually. Among their most lasting contributions are the founding of the Fresh Start Program, acquisition and development of multiple facilities — including the ARW Social Services Center, Ross Street Women & Children’s Center, and Saving Grace Shelter–and the recent launch of a Client Choice Pantry and the Mobile Food Pantry initiative.
“The legacy that Sam and Dawn leave behind is nothing short of extraordinary,” said Pastor John Butler, president of the ARW board of directors. “For nearly 45 years, they have been the steady hands and compassionate hearts guiding American Rescue Workers through every storm and every season — good or bad. Their leadership has transformed not just an organization, but thousands of lives. From providing a meal or a bed on the coldest nights, to offering spiritual guidance and hope when it was needed most, Sam and Dawn have shown this community what true servant leadership looks like. Their impact will be felt for generations.”
The American Rescue Workers executive advisory board of directors will initiate a nationwide search for new leadership immediately to ensure adequate overlap and a smooth transition. The process will be led by the board with support and guidance from both the Astins, who will continue serving throughout the search and subsequent hiring and training.
“The search will consider both internal and external candidates and will emphasize alignment with ARW’s core values, operational excellence, and unwavering commitment to its faith-based mission of serving those in crisis,” the news release said. “Throughout this process, the board is committed to preserving the spiritual foundation and legacy that Sam and Dawn have so faithfully stewarded for nearly half a century.”
“Sam and Dawn have been more than leaders–they’ve been mentors, friends, and the heart of this ministry for as long as I can remember,” said Karen Young, longtime friend, confidante and current member of the ARW board. “Their commitment was never just a job — it was a calling. I’ve watched them serve with humility, grace, and a fierce love for this community. They’ve poured themselves into every person who walked through our doors, and their example will continue to guide us as we look to the future.”
To honor their legacy, American Rescue Workers has established The Astin Legacy Fund as part of the American Rescue Workers endowment to support the launch and sustainability of the Mobile Food Pantry — one of Sam and Dawn’s final and most cherished initiatives.

“It has been our privilege to work with the underserved–a population so often misunderstood,” Dawn shared. “We’ve seen countless lives transformed, not just through food and shelter, but through the hope of the Gospel. We’ve always believed in Jeremiah 29:11 — ‘For I know the plans I have for you,’ declares the Lord… That promise has guided us every step of the way.”
