County commissioners approve match for Susquehanna Riverwalk extension
A match for the Susquehanna Riverwalk extension trail development project to the Commonwealth Financing Authority (CFA) in the amount of $2 million was approved by the Lycoming County Commissioners.
The county has secured over $2.7 million for the project and helped with two additional grants that the county is seeking that will help draw down from the $2 million match.
The intent is that it will be hopefully less than the $2 million with the additional grants, according to Mya Toon, county director of Financial Management.
Several informational items were approved:
Michelle Cunningham, Clerk 1V position in the Register and Recorder office will be paid $17.64 per hour anticipated start is Aug. 11.
Carl Finnerty, Deputy Sheriff 1st Class, in the Sheriff’s office, $26.76 per hour and who started on July 6.
Under personnel actions:
Approved Elwood Hoover, facilities management, maintenance III for $22.94 per hour effective date Aug. 3.
Approved Kimberly Lewis, as a locate specialist in Domestic Relations, for $15.16 per hour effective date Aug. 11.
Under action items, commissioners:
Approved a maintenance agreement with United Power Systems Inc. for $6,237 for the tower sites. It is a one-year contract and approved budgeted item. Also approved by this company for the 911 Center and Backup Center for $9,630 for the first two years and subject to a 5% increase the third year, according to Jeff Hutchins, county public safety director.
Approved a memorandum of understanding with Constable Zachary Ryan Black allowing him access to a public safety network, as requested by Hutchins.
Approved agreement with Andrea Pulizzi, an attorney and it is for legal representation for criminal delinquency and termination of parent rights for abuse cases with a rate of $90 per hour.
Approved amendment to the agreement with MOPEC, a forensic pathology and medical examiner service, for $35,287.62 (a change from agenda listing) as requested by Charles E. Kiessling Jr., county coroner. This is for an autopsy sink and is a part of a $346,000 Local Share Account (LSA) grant secured for equipment at the coroner’s building.
Approved two change orders with Shiloh Paving and Excavating, one for $89,471.50, as requested by Kelsey Green, hazard mitigation planner. Due to additional materials needed that were not outlined in the original plan on levee. That will be covered by what the county secured in the match and the grant, Green noted.
Approved change order with Coppola Water Infrastructure and Services extending the contract with the county through Dec. 15, also as requested by Green. Commissioner Scott Metzger thanked Green for her work to get the grant through and work started on the levee.
Approved a resolution for the auction of surplus equipment which has an estimated value in excess of $1,000. This part of a quarterly bid as part of replacements and rotation.
Ratified the change order for CUZ Excavating LLC in the amount of $8,500 for an emergency watershed protection project. When the work began the company noticed what had been proposed for streambank stabilization had to be extended and required the change order, Toon said.
Ratified auction agreement with Fraley Auction Co. This is for services to be provided at the county farm for some of the tractors and farm machinery.
Approved the agreement with Dr. Lawrence Guzzardi for the public defender for expert toxicology services for a case. Not an approved budget item but worked with Nicole Spring, chief public defender, to ensure it is covered.
Approved the Demonstration Electronic Monitoring agreement with BI Inc. as it results to the adult probation office. The office has funds as well and with quarterly reviews can put money where there are shortfalls, Toon said.
Approved the agreement with Honey Dippers Portable Toilets for Resource Management Services.
Approved change order with Verizon Connect for Resource Management Services. To save money the department will stick with cameras that are in the vehicles, said Gary Staggert, department manager. With that some cameras were removed and will save $924 a month with those changes, he said.
The commissioners next meeting is 10 a.m. on Aug. 7.
