Lycoming County commissioners OK personnel measures

Lycoming County Commissioner Marc C. Sortman has welcomed the 20 teams that punched their ticket to the Little League World Series to Williamsport.

“I’m excited to welcome Little League and I know that we are a very welcoming community,” he said.

“Be safe. Be careful on the roads,” he said. He suggested the restaurants “don’t get a lot of help, so take it easy on them if service is slow.”

“Welcome everybody and be thankful.”

In other business, Mike Hagen, county human resources director, presented for commissioners Sortman’s and Mark Mussina’s approval the following personnel actions as conditional offers of employment, subject to the successful completion of a background check and all other employment conditions. Commissioner Scott Metzger, chair, was absent.

• Facilities Management – Elwood Hoover, Maintenance III, 8. Full-Time, $27.30 per hour. Effective date, Aug. 3.

• Adult Probation – Fallon Snook, Administrative Case Officer, 7, Full-time, $18.72 per hour. Effective date: Aug. 17.

• Adult Probation – Elizabeth Snyder, Administrative Case Officer, 7, Full-time, $19.656 per hour. Anticipated start date: Aug. 18.

• Adult Probation – Avery Eiswerth, Adult Probation Officer, Union, Full-Time, $21.81 per hour. Anticipated start date: Aug. 25.

• Pre-Release Center – Denise Gee, Work Crew Foreman, 8, Full-Time, $28.92 per hour. Effective date: Aug. 17.

• Pre-Release Center – Thomas Tamberelli, Resident Supervisor, Union, Full-Time, $19.20 per hour. Effective date: Aug. 17.

• Resource Management – Landon Earnest, Equipment Operator, 6, Full-Time, $18.54 per hour. Anticipated start date: Aug. 11.

• Resource Management – Riggin McGowen, Recycling Laborer, 4, Full-Time, $14.50 per hour. Anticipated start date: Aug. 18.

Under action items, commissioners voted to:

• Approve the waiver for UGI to use the parking lot by the Transfer Station for overflow parking on Oct. 15. This is to cover any liability.

• Approve the grant contract renewal with the state Department of Health DOH Bureau of EMS for EMS Regional Council for the fiscal year 25-26. This is a typical grant allocation.

• Approve the amendment to the agreement with Corrections Development Inc. for the APO Pre-Trial Pro Track. (2025 approved budgeted item). This is $48 per person with 220 clients. Paid for with court funds through 2026.

• Approve the amendment to the agreement with Marco for the addition of four new copiers. This is a 2025 approved budgeted item costing $861.75 per quarter.

• Approve the purchase of two Dell servers for RMS in the amount of $25,381.02 and an additional $1,925.44 for Microsoft costs. (Also, a 2025 approved budgeted item) and may come in with less cost.

• Approve the purchase of a camera system for District Judge Christian Frey building from Vicon in the amount of $11,914.50. This is a 2025 approved budgeted item to be drawn from a $100,000 camera project budget.

• Approve the Subrecipient Agreement with Lycoming County Water & Sewer Authority CDBG FFY 2021 in the amount of $50,653.39.

• Approve to participate in the Purdue Direct Opioid Settlement and submit for participation.

• Approve the memorandum of understanding with Lycoming Housing Authority.

• Approve the agreement with Jo Ellen Bowman. This is for the district attorney office and not to exceed $10,000.

• Award the bid for fire restrictive coating repair to

• Acoustical Spray Insulators, Inc. in the amount of $35,833.

• Approve the invoices for Larson, Kellett & Associates, P.C in the amount of $42,508.05. (2025 approved budgeted item) services done 2024 DA office. Invoices are connected to it.
