Multitude of construction projects begin soon across Williamsport
After Labor Day, the City of Williamsport will hear and see heavy equipment and operators on streets, in parks and at flood control pump stations.
Bill Scott, city engineer, said projects that started or were finished before the Little League World Series will pick back up.
Cross walks
Work consists of the construction of thermoplastic crosswalks and handicap-accessible curb ramps at five locations throughout the city.
The city is partnering with Lycoming College for six additional crosswalks located around the college. The city and college Lycoming College passed a memorandum of understanding to begin the design of the additional ramps.
Intersection of Fourth and Mulberry
Work consisted of the replacement of the traffic signal with Americans with Disabilities Act compliant ramp upgrades at this intersection in anticipation of the upcoming streetscape project on East Fourth Street from Basin Street to Mulberry Street and the forthcoming conversion to a two-way traffic pattern in this area later this year. Work was completed in June.
Fourth Street East and West and Campbell Street
Work consists of the construction of a streetscape from Basin Street to Mulberry Street and between Third Street and Fourth Street with new concrete and brick sidewalk, street trees, period lights, concrete curbing, curb ramps and street mill and overlay with new line striping.
This project was awarded in June with work to begin in after Labor Day and be completed this year.
Capital projects
The city is going to totally reconstruct Willow Street from Market Street to Basin Street.
The Willow Street work includes milling, base repair and a full overlay using a new, polymer cement surfacing treatment with brick printing and colored pattern to be more pedestrian and bicycle friendly while remaining a shared use roadway for limited vehicle traffic.
Other improvements include ADA curb ramps at intersections and street lights.
The state Department of Transportation (PennDOT) has approved a concept design using colored and patterned polymer cement surface and a contraflow shared traffic flow pattern between vehicles, bicycles and pedestrians. This non-descript alley will be a revitalized connector between Basin Street and Market Street, he said.
Resurfacing of various streets (Liquid Fuels)
This work consists of milling and paving the following streets: Selkirk Road, Packer Street, Dove Street, Maynard Street, Upland Road, Almond Street, Logue Street, Maxwell Place, Fifth Street, Laurel Street, William Street, Lyons Avenue, Chestnut Street, Railway Street, Sherman Street, Blaine Street, Newcomer Avenue and Hammond Place.
This project will begin in September.
Resurfacing of various streets (Community Development Block Grant)
The work consists of milling and paving the following streets: W. Third Street, West Fourth Street, Center Street, Memorial Avenue, Elmira Street, Poplar Street.
The downtown business district will be included with West Fourth Street from Market Street to Hepburn Street. This project most likely will happen later this year with work occurring next spring depending on federal funding being released.
Elm Park
This park improvement project consists of the following work: Resurfacing of the tennis courts and
converting three of six to six pickleball courts, asphalt walking paths, ADA accessible parking spaces, two new
accessible bathrooms with an outdoor water fountain and new concrete floor under the pavilion. This project was bid and a contractor is preparing to begin work in the late summer.
Newberry Park
This park improvement project consists of the following work: regrading of the open space into a U10 soccer field, constructing two pickleball courts, asphalt walking path around the perimeter, parking lot with ADA accessible parking spaces, one new accessible bathroom with an outdoor water fountain.
This project was bid and a contractor is preparing to begin work this late summer.
Youngs Woods
This project is still obtaining grant funds and work will include new all-inclusive playground apparatus, lighting, pickleball courts, paved walk, pavilion and other accessible park improvements.
A request for proposals for engineering services will be advertised in September.
Capital improvements for flood control
Pump stations equipment repairs for electrical upgrades to three pump stations located at Spring Run, Mill Race and Arch Street.
The project includes but is not limited to generators, automatic transfer switches, normal power utility services, service disconnects, switchboards, panelboards, controls, line voltage wiring, low voltage wiring, site work and ancillary electrical work. This is funded through the $8 million federal earmark with bidding for construction to begin as soon as the earmark funds are released.
Pump station structure repairs to replace the roofs in-kind at eight pump stations located at: Arch Street, Fox Hollow, Mill Race, Spring Run, Cemetery Street, Hepburn Street, Basin Street, Penn Street, McClure’s Run was recently rebuilt and is not included.
This is funded through the federal earmark with construction to begin this fall after the earmark funds are released.
Recreation
Bowman Field work includes the installed new netting to protect all spectator areas; installed waterproofing at Logger’s Landing; and replacement of the entire outfield wall with a new fence; Future improvements include upgrading the stadium sound system and field lights. The bid opening for construction to replace the outfield wall and set new foul poles is Aug. 29 with construction to begin in September.
