Commissioner urges lawmakers to pass state budget with compromise

A Lycoming County commissioner decried the current state budget impasse and urged lawmakers to reach a compromise and pass a state budget.

“So many people are hurting as a result of them not passing a budget,” said Scott Metzger, commissioner and board chairman, during the meeting as the commissioners voted for a tax and revenue anticipation note.

Metzger then listed off those impacted by the state budget impasse, naming places such as the school districts, food banks and other state-funded programs that help individuals and families.

It is now mid-September with the impasse starting on July 1.

The budget is critical as many of the county’s municipalities and school districts plan their own budgets starting in about 90 days.

Commissioners also took action on several items. They pointed out how pleased they were that a long-time employee, Camron Boyer, was promoted and could be hired from within for the position of director of facilities management. It comes with full-time responsibilities and a salary of $75,000.

Under one other personnel action, Logan Evans, was hired as a correctional officer at the Lycoming County Prison full-time at $20 per hour with an anticipated start Sept. 22.

Under action items:

Awarded a bid for the flood acquisition demolition projects to Steinbacher Enterprises in the amount of $27,268. The projects are 100 % grant funded; ratified a change order for Michell Knorr for an emergency watershed program in the amount of $13,000 on stream bank stabilization; voted to approve an amendment on an agreement with G&G Firearms Experts to prepare for a criminal trial involving a potential capital punishment case; approved a cooperative agreement with the Department of Human Services and Domestic Relations Office, which is done each year as part of the child support program; approved the note resolution issuance of a tax and revenue anticipation note due to the state budget impasse and approved the note agreement series; approved a resolution authorizing payment of the county’s contribution towards costs to resolve a privacy and security claim; voted to ratify West Branch Drug & Alcohol Abuse Commission subrecipient monitoring agreement in the amount of $221,501; voted to approve an agreement with Sorin Dragan, an approved budgeted item; approved amending a zoning ordinance partnership fee; approved the support renewal with North Star Service for $3,982; approved the renewal of Keyser Consulting Group LLC in the amount of $14,900, an approved budgeted item; awarded the bid for leachate hauling to Xtreme Trucking LLC, an approved budgeted item; approved the pricing renewal plan with Atlas Copco in the amount of $8,413.88 and approved transfer station price increases, adding a material impact feet and taking off the tier for oversized fees to the fee schedule.
