Community Development Block Grant changes approved by Commissioners

Four budget modifications for Community Development Block Grants (CDBG) were approved by the Lycoming County Commissioners this week. The grants are for fiscal years 2023, 2024 and 2025.

Those modifications include moving 2023 CDBG funds totaling $24,385 which had been for an exterior wall project at LIFE Lycoming to a parking lot restoration project due to the bids for the wall project coming in too high and moving $100,330 in 2023 funds which had been allotted to the Protasio slum/blight removal to housing rehabilitation in South Williamsport because the owner had paid to have the Protasio property demolished.

Two other projects in South Williamsport also received budget modifications. They are: for fiscal year 2024, $98,454 was moved from the South Williamsport spot slum/blight removal program to the South Williamsport housing rehabilitation program and for fiscal year 2025, $97,715 was also moved from the slum/slight area to the South Williamsport housing rehabilitation program.

In other actions, the commissioner approved: an agreement with PetroChoice. To provide lubrication products for equipment at the landfill; a change order for $16,100 for Glenn O Hawbaker for an Emergency Watershed Protection project; an agreement with Daikin Applied in the amount of $8,000 for cooling tower repairs; a change order with H&P Construction in the amount of $5,950 for a net change to the contract for work on polling sites to make them more accessible; an agreement with Pine Township for accessibility improvements;an agreement with Port Elevator Inc. in the amount of of $750; an agreement with Melillo Consulting in the amount of $8,119 for software update on server; an agreement with Postler & Jaeckle Corp in the amount of $3,212 for air temperature control software at the Prison; and the purchase from E-Plus in the amount of $11,003 for two switches at the new coroner’s building.

An amendment to the agreement with Stahl Sheaffer Engineering in the amount of $100,000 for the US 220 safety project. The monies come from PennDOT Connects Supplemental Funds. The project will evaluate the impact on township roads caused by changes implemented as part of the US 220 safety project. Special emphasis on this study will be safety, the increased burden to local road and bridge infrastructure, emergency service response and school bus transportation.
