Muncy approves police chief contract

Muncy Borough Council at its October meeting approved a new agreement for the police chief and approved a contractor for the Carpenter Street Bridge rehabilitation project.

Police Chief James Dorman’s contract includes yearly salaries of $82,157 in 2026, $84,951 in 2027, and $89,198 in 2028.

According to provisions of the contract, the “Chief shall be compensated for any overtime, occurring outside of the Chief’s normal work hours and paid (reimbursed to Borough) through any grant or other third-party payment.”

The five-year agreement includes life insurance and pension benefits.

Dorman has served as police chief for the past 10 years.

After some discussion, council approved a bid of $203,137 from Rylind Construction for the Carpenter Street bridge project.

Council members were initially undecided whether to accept Rylind’s bid since it was the sole bid submitted for the work.

They considered reopening bids which would delay construction till next year.

“You could get a better price in the spring,” Borough Manager Charles Hall told council.

In any case, he advised council that they would be “rolling the dice.”

“I don’t think any of us are happy with the price,” Council President Scott Delany said. “Waiting till the spring is iffy.”

Hall reminded council that grant money will cover $174,000 of the overall costs. The borough also can tap into its liquids fuels funding which covers municipal street and bridge needs.

With engineering costs, the overall cost of the project could amount to nearly $270,000, he noted.

“I believe we can afford to do this project,” he said.

Council voted 4 to 1 to accept Rylind’s bid.

Voting in favor were Scott Delany, Ryan Scruggs, Tara Ashby, and Richard Sutton.

George Henry voted no.

Thad Martin and Bill Scott were absent.

Council approved a $119,100 payment to Big Rock Paving, Mount Wolf for work at the Crossroad Corner Park at Water and Main streets.

Hall explained that 80% of the costs will be paid through a Department of Conservation and Natural Resources grant leaving the borough to pay just $26,820

The project is expected to be completed in December.

Council approved a consolidation of the Waldron Park Recreation Committee with Muncy Little League Softball.

Council received a request to merge the two groups as a means of eliminating competition when either organization is seeking grants.

“It allows for better grant funding opportunities,” Elaine McAleer, Recreation Committee member, said.

Tyler Thompson, of Downtown Muncy, Inc., reported to council that there will be no Halloween Parade this year.

The parade is normally held on Oct. 31 prior to trick or treating in the borough.

However, with Halloween falling on a Friday, there exists the possibility of a Muncy High School Varsity Football Playoff game conflicting with such an event that evening.

Trick or treat will be held from 6 p.m. to 8 p.m.

Thompson also reported that the downtown Holiday Market is set for Saturday, Nov. 15 from 10 a.m. to 5 p.m.

Council met in an executive session following the meeting to consider personnel and legal matters.

The next council meeting is set for 6:30 p.m. Wednesday, Nov. 19 at Muncy High School.
