East Lycoming to allocate $350K to Lyco CTC expansion project

East Lycoming School Board approved a request to allocate $350,000 from the ELSD construction bond fund to the Lycoming Career and Technology Center (Lyco CTC) expansion project.

The allocation is intended to allow Lyco CTC to meet their matching fund requirements for the $5 million Redevelopment Assistance Capital Program grant.

Superintendent Dr. Craig Skaluba included a letter explaining the reasons for the request and his plans to raise additional funds that will make this allocation temporary or will be repaid.

Due to the timing of the Lyco CTC project and Dr. Skaluba’s additional revenue goals, Dr. Mark Stamm, superintendent of East Lycoming School District, said he does not foresee it having any impact on ELSD’s use of these funds.

Water Mitigation project

Miller Soil Solution finished the grading around HHS installed the remaining five cisterns behind the high school the last week in November.

School safety

The district has committed annual Safety grants to offset the cost of School Resource Officer Ryan Travelpiece for Renn and Ferrell elementary buildings and the Elementary school outreach counselor. State Act 55 designates $100 million of the School Safety and Security Grant Program fund for school safety and mental health grants.

Bond Construction Projects

Stamm said he and Bryan McCaffery, Director of Buildings and Grounds, are continuing to finalize proposals for the additional projects discussed with the school board in October including:

— Ferrell Elementary playground

— Football and Soccer stadium lights

— HHS Wrestling / Football locker room heating, ventilation and air conditioning.

— HHS parking lot tar and chip

In a pending resignation, Adam Creasy, Director of Technology, is leaving effective Jan. 2. He will be employed at the Commonwealth University after serving the district 18 years.

Other resignations to note were for Elizabeth Schwenk, part-time Instructional Aide, who left Nov. 14; Abigail Wilson, part-time Food Service worker, who left Nov. 7.

Under personnel matters, the board accepted:

— Full-time General Maintenance worker, Brian Lowmiller, $19.43 per hour with co-pay benefits.

— Full-time General Maintenance worker, Jeremiah Jones, $20.43 per hour with co-pay benefits.

— Athletics – Assistant Girls Jr. Wrestling coach, Marshal Hinkal, $3,231.

— Assistant Junior High Boys Wrestling coach, Clint Swartz, $4,254.

— Athletic Volunteers: Camden Fetterman, Junior High Boys Basketball season’ Theresa Knott, 2025-2026 Cheerleading season.
