East Lycoming revises some school policies

East Lycoming School District has revised policies on remote work and classroom visits. The following policy changes were approved this week:

• Remote work — The superintendent’s authority to approve remote work for employees was removed, and remote work may only be used for emergencies with board approval.

• School visitors — New language allowing classroom visits by school board members was added.

Discussion also took place on a policy concerning principles of governance and leadership, which will be reviewed and possibly voted on in a February meeting.

Changes are not a legal requirement and could be repealed, but some board members believed the policy should have higher standards.

The 2026-27 Hughesville High School Program of Studies was submitted for approval. In another matter, revisions were made based on feedback from students on how they use this document as well as from department chairs on how they best support students in course selection and

recommendations.

In his report and at the meeting, Dr. Mark Stamm, district superintendent, noted his appreciation of the students’ and staff’s feedback.

Under personnel items, the board approved a change for Ashley Gardner from part-time to full-time instructional interventionist. This change will allow the district to provide the same intensive academic support to students in all three elementary schools.

Shannon McConnell-Barlett has submitted a letter of resignation from the board. Solicitor Chris Kenyon discussed a timeline for reappointment that makes the process transparent.

Several teacher resignations for retirements were received this school term.

“These are very talented educators with long histories in the district. They will be missed,” Stamm said.

They include: Karen Stannert, Tara Holdren, Lauren Balliet, Stephen Budman, Raine Ohnmeiss, Catherine Gardner, Brian Barckley and Kayleigh Rooker.

In other business, there may be a way of saving the district $50,000 on stadium lights. The stadium lights as discussed are presented with 40 foot-candles for each soccer and football field, but there was discussion about making them 30 FC as they are in nearby Loyalsock Township School District.

There can be review of the schematics but there is a fast-approaching deadline. The 40 foot-candles from MUSCO at the football field would be $220,000, and $204,500 at the soccer field. The proposals were not voted on and schematics will be resubmitted for the board approval.

Although there was a work session discussion to cancel the Fidevia contract, the Joint Operating Committee of Lycoming Career and Technology Center requested that instead this contract be transferred from the school district to Lyco CTC.

“I am in support of this change to ensure continuity of support through the completion of the Lyco CTC project,” Stamm said.

The board approved transfer of the contract with Fidevia from ELSD to LycoCTC.

The LearnWell Contract was approved for education services provided to a student who was in an out of district placement. The board approved IDEA Section 619 are federal funds distributed through Intermediate Units to schools for students with disabilities. In this case, the funds are required to be used for kindergarten students.

In another matter, Jennifer Mausteller was approved as tax collector of Franklin and Jordan townships, effective Feb. 1.
