ELSD board approves borrowing funds for Lyco CTC expansion

East Lycoming School Board approved a resolution authorizing the borrowing of funds for interim financing for the expansion project of the Lycoming Career and Technology Center.

The district promises to pay to the order of First National Bank of Pennsylvania or registered assigns, the maximum principal sum of $5 million, or such lesser particular sum as shall represent the outstanding and unpaid balance of such principal amount under a General Obligation Note, Series of 2026. There is interest at the fixed rate of 3.55%, per annum from the date of delivery of the note until final maturity on April 15, 2028.

The LycoCTC project was a $10 million project. The district received $5 million in state Redevelopment Capital Assistance Program funding. This decision by the board was on interim financing because it is a reimbursable grant.

The LycoCTC is adding diesel and welding programs to its facility.

Other action included the board:

— Approved a new solicitor: McNerney, Page, Vanderlin and Hall. Outgoing Solicitor Christopher Kenyon said he will complete any outstanding legal issues.

— Approved the proposed IU17 Blast agreement for providing on-site technology transition support. Services are billed on a time-and-materials basis using the following: Level 3 Lead: $105 per hour; After-Hours Support: $150 per hour and travel time and mileage are billable. Invoices are issued monthly.

— Approved the Playworld proposal for the new Ferrell playground and lease with Picture Rocks borough.Cost of the equipment and installation and asphalt removal is $245,605.This represents a $12,000 decrease from the previous proposal due to the change in location. With the completion of this project, all three elementary schools will have new playgrounds with comparable equipment. Picture Rocks approved a 29 year lease of this space to the district for $1.

— Approved advertising Pennsylvania School Board Association advertisement for $575.

— Approved Dr. Thomas Scholvin for $100 per hour as superintendent search services. Dr. Mark Stamm, superintendent, is resigning in June.

— Approved Chapter 339 Comprehensive K-12 Guidance Plan. In accordance with the Pennsylvania Department of Education’s requirements, every school district is tasked with developing and maintaining a Chapter 339 plan to ensure all students are provided with a structured, equitable, and effective guidance program throughout their academic journey.
