City of Williamsport brings analysis service on board to track tax dollar usage
The City of Williamsport treasurer and tax collector office is getting some assistance from a company that Lycoming County’s treasurer uses.
Three Plus One (three+one), a liquidity analysis and treasury monitoring service, was hired under a one-year contract.
“I liken it to playing a video game but we play better with the game genie attached to it,” said Treasurer Adam Welteroth.
The company gives more analytics beyond the scope available in the office to invest and maximize profits, he said. They are looking to make up at least $18,000 of investment and the first payment is not due until the start of the final quarter of the year.
“What we do is relatively simple but the impact that we have can be substantive,” said Louis No, a company representative.
“We track every transaction in the city account, how long it stays there and when it leaves,” he said. This allows the treasurer, council, mayor and the public to know how each and every tax dollar is being maximized, he added.
It does not create extra work but provides efficiency and clarity on cash management moving forward, No said.
It is working with over 26 entities in Pennsylvania, including Cindy Newcomer, county treasurer.
Council President Eric Beiter, during the committee of the whole discussion on the item, asked for input from other communities that use the service before committing to a vote. The issue was put on the table, delayed, removed off the table, for a vote at the last council meeting.
