FAMVEST pushes Muncy Township supervisors to sign plan for Bass Pro Shops

Concerns that Bass Pro Shops might get off the hook as a tenant has a developer seeking a preliminary injunction that would force supervisors in Muncy Township to sign a subdivision plan.

Until the Muncy Township supervisors sign the subdivision, preliminary work cannot begin to transform the former Best Buy into a Bass Pro Shops Outpost at the parcel in The District, according to Pennlive.com.

Two FAMVEST entities seek the preliminary injunction claiming supervisors are jeopardizing the development. A week before this, Famvest sued the township and its supervisors seeking the same relief.

The preliminary injunction states the plaintiffs will suffer immediate and irreparable injury for which there is no adequate remedy at law if preliminary injunctive relief is not granted. It asked for the defendants Muncy Township and its Board of Supervisors be compelled to perform their

ministerial duty mandated by the Muncy Township Subdivision and Land Development Ordinance and Pennsylvania Municipalities Planning Code of signing and executing FAMVEST’s preliminary/final plan showing minor add-on subdivision of lands of FAMVEST XII – Lycoming Mall, LLC., dating the certification affixed to the plan as the date of the board signature.

The State College-based firm bought the former Lycoming Mall in May 2023 with plans to redevelop the site along Interstate 180 west of Muncy.

Besides Bass Pro it has announced commitments for a Hilton-branded hotel and a Wawa.

Terri Lauchle became board chair this year. She and vice chair Denise Artley, a holdover board member, have not signed the subdivision.

Supervisor Heath Ohnmeiss, another holdover, is a third supervisor and publicly has expressed favor to sign the subdivision.

Lycoming County commissioners and Williamsport-Lycoming Chamber of Commerce CEO and President Jason Fink also have urged the board to follow through with processing the documentation.
