Fleeing police, theft by deception charged in separate cases

Motorist locked up following reckless pursuit with police

While being pursued out of the borough at a high rate of speed by Muncy police on Angletown Road in Muncy Creek Township about 6 p.m. on April 15, motorist Dalton J. Rishel, driving a a 2016 Nissan Pathfinder, nearly struck one motorcyclist and then seconds later nearly struck another, who was forced to to lay his cycle down in order to avoid the collision, it was alleged in a borough police affidavit.

Rishel, 30, of 145 Montgomery St., Montgomery, was fleeing because his driver’s license was suspended due to DUI offense, police said. He pulled into a driveway and fled on foot, eluding law enforcement for a bit before he was eventually captured and taken into custody, police said. He was arraigned that night before District Judge Kirsten Gardner on charges of felony fleeing police, two counts of recklessly endangering another person and two summary offenses, including reckless driving. He remains jailed in the Lycoming County Prison in lieu of $85,000 bail.

Inmate faces two additional sets of charges

Two additional sets of charges have been lodged against 41-year-old county prison inmate Charles Twigg, of 854 McNamee Road, Trout Run, according to court records.

In one case, state police have charged him with theft by deception stemming from an incident on Jacks Hollow Road in Armstrong Township last May 7 when he sold a handgun for $300 to another man, falsely claiming he was the owner of the gun, it was alleged. Shortly after purchasing the firearm, the man had to surrender it to a third man, who claimed he was a constable and that his brother was the rightful owner, police said in an affidavit. In this case, District Judge William Solomon set bail at $10,000

In the other case, the county’s Narcotics Enforcement Unit has charged Twigg, who also goes by “Rusty,” with attempted possession with intent to deliver a controlled substance and illegal use of a cellphone after allegedly trying to purchase methamphetamine from an informant on Cresent Hill Road in Hepburn Township on March 20 it was stated in an affidavit.

Twigg was recommitted in lieu of an additional $50,000 bail on these charges. He has also waived both set of charges.
