Former supporter contends supervisor working in secret

Muncy Township resident Dan Waugh acknowledged that he supported Terri Lauchle in her bid to be township supervisor, citing her stand on wanting transparency accountability and bringing the township together.

After an emergency meeting of the supervisors this week had been abruptly ended by Lauchle when a township resident called for her resignation, Waugh said, “The complete opposite is happening – she’s working in secret.”

“She thinks that the people local and the local attorneys, the commissioners – she has openly said this – there’s something going on. There’s some agenda. There’s something – you can’t trust any of them,” Waugh said.

“She openly told me you cannot trust any of them,” he added.

Waugh noted that after Lauchle ran, there were people who tried to support her and “understand what she was trying to do,” Waugh said.

“She’s not understanding what is going on with her position. She doesn’t understand what she’s looking at when she’s reviewing,” he contended.

Referring to the plans submitted by FAMvest last year for work at the proposed Bass Pro Shop’s site, Waugh said he had met with Dan Vassallo, who had served as engineer.

“I worked with him for a decade. Dan Vassallo is the top of the line. He’s probably the best integrity of an engineer you can have. And he repeatedly told me when it was signed in December that was good, whether it was changed because of a minor or major comment on there. Legally what you do is you just cross out a word or comment you’re not familiar with and initial it and you have that document,” he said.

“That document is just saying that they’re approving more land added, that’s it. But until they sign that, you can’t review any other documents, no other permits,” he said.

“So they’re holding up the whole process because they won’t sign that basic document and there’s no need for that,” he added.

Waugh, who worked with permitting before he retired, said that he understands plan reviews.

“I tried to talk to Terri. I called Terri. I emailed Terri, tried to explain to her what was going on.,” he said.

“It’s not soaking in. She’s not trusting anyone,” he added.

So for now, the plans for Bass Pro are at a standstill because the Supervisors haven’t signed the land development plans.

“So, right now, Bass Pro can’t take one step forward because they can’t approve any other documents,” Waugh said.

“They can’t go forward with anything until that simple land expansion is signed. They can’t do another thing, all the permits and everything they need to move forward is being held up until that time and that is crazy,” he added.
