Muncy Borough gives go-ahead for bridge repairs

Muncy Borough Council voted at its recent meeting to proceed with repairs of the Carpenter Street Bridge, which has been closed to vehicular traffic since early April.

LIVIC Civil Engineering is to conduct rehabilitation work of the span at an estimated cost of between $25,000 and $30,000.

The bridge had undergone repairs in the past year to replace a retaining wall with the hope of keeping it open for coming years.

However, due to a deteriorating section of the bridge deck, the span crossing Glade Run was subsequently closed.

Borough Manager Charles Hall reported to council that it will likely be late summer before the repair work begins and is completed.

The bridge could eventually be replaced or undergo more extensive repairs.

In other matters, council discussed the issue of electric bikes and scooters operating in the borough.

Councilman George Henry reported that they are not always driven safely in the borough.

“I think it’s an accident waiting to happen,” he said.

Council, he said, might consider an ordinance to regulate the operation of electric bikes and scooters.

“If you ban ebikes, that would be the worst thing you could do,” borough resident Marco Colbert said. “I have an ebike, and I used it to save gas.”

Council President Scott Delany said he would be against prohibiting electric bikes but added, “people need to be held accountable.”

Councilman Richard Sutton noted that drivers of electric bikes must be at least 16 years old but the bikes cannot by law be banned in municipalities.

According to state law, they are prohibited from been driven on sidewalks in business districts of communities.

Council agreed to conduct codes sweeps twice a year to check for property maintenance violations at a total cost of between $800 and $1,200.

In other action, council voted:

• To use $92,180 in borough Act 13 funds to pay Herr Signal and Lighting Co. for traffic signal upgrades.

• To make a $500 donation to the American Legion to help offset insurance coverage for the Memorial Day Parade.

• To purchase Geographic Information Software at $20 per month from Diamond Maps.
