Law enforcement officials address video of detective following, questioning teen

Two law enforcement offices have responded to a video clip circulating online.

In the video, a young man crossing a street near the intersection of Campbell Street and Memorial Avenue is followed by a detective, who questions why he is wearing a jacket, described by some who have seen the video as a windbreaker, and asks him to identify himself.

Lycoming County District Attorney’s office confirmed in its response that the man was “briefly detained and then released.” The statement also confirmed the man provided the detective with a school identification card.

The Williamsport Bureau of Police noted the detective following the young man is not a city officer but rather a detective working for the county District Attorney’s office. The response from the District Attorney’s office is as follows:

“On July 8, Lycoming County undercover detectives conducted a crime suppression patrol in the City of Williamsport in an effort to suppress a recent uptick in gun violence.

“On April 27, there was a victim shot on Green Street, just north of Memorial Avenue and since that shooting, there have been 13 additional ‘shots fired’ calls. On two of the shots fired calls, four people were shot with one person being killed.”

“On July 8 at 10:56 a.m., an undercover Lycoming County detective observed a young Black male walking west on Memorial Avenue, just east of Walnut Street. This is the general area where the April shooting occurred. The detective observed that he had a puffy jacket on with the hood up and his face covered. It was 80 degrees and humid at the time. She continued to watch him as he cut through the backyard south of 625 Walnut St., and between 610 and 614 Spruce Street. He continued south and west across Spruce Street and onto Memorial Avenue. The young male then walked west on Memorial Avenue. A detective attempted to engage him in conversation, however, he continued walking away from the detective. The detective continued to walk beside him.

“When the male reached Campbell Street, he turned north and then crossed the street in a northwest direction while videotaping the detective. In doing so, he walked in front of a vehicle traveling south on Campbell Street. Upon observing the pedestrian violation, he was asked to stop four times. He did not comply, at which time the detective secured his left arm and detained the male so he could be properly identified.”

“The young male refused to answer any questions and would only display a School Identification. He refused to provide his date of birth. The male was briefly detained and then released. It was later learned the male was not a juvenile and was 18 years old.”
