Things are looking better at the landfill

It was another week of good financial news for the county, according to Lycoming County Commissioner Marc Sortman, who spoke about the progress that’s been made in bringing the county landfill onto better footing.

“We started this week out with great news from the Landfill,” Sortman said.

“We are, for the first time since I took office, fully-staffed. We had a DEP (Department of Environmental Protection) inspection that went very well and the few fixes they requested have been completed. For the first time in a long time, we have reached the leachate goal of being under 25 percent capacity,” Sortman said.

He noted that this was an “exceptional task” considering the wet weather in June.

“It is a result of changes made in the way it is processed,” he explained.

“With this level of leachate during our DEP inspection, we had no violations. Our own staff removed the rain berm in field 12 that in the past would have been bid out,” he said.

By doing the job in-house, Sortman pointed out that the county was able to save money.

“Overall, the management team put in place is doing an amazing job in making fiscally responsible changes,” Sortman added.

During the business portion of the meeting, the commissioners approved the following:

Update to the 2026 Actuarially Determined Employer Contribution (ADEC) to the Employees Retirement Fund in the amount of $614,224 to be paid from the Employee Fringe Fund) an amendment to the agreement with AKAGA Campbell, for litigation specialist services extending the contract through 2027 to be paid out of operating expenses; the agreement with Diversified Treatment Alternatives and the agreement with CHOR Youth and Family Service, Inc. to be paid out of Juvenile Probation operating expenses; and listing contracts with Girio Realty Co. for 59 Beach Rd, Montoursville, both Lots 1 and Lot 2. Commissioner Mark Mussina asked that the motion be approved with final solicitor review and approval.

Under personnel transfers, the board approved Eric Fortin as full-time deputy warden of inmate services at $91,091; and an internal change for a pay correction for Alexandria Horafus as a full-time adult probation officer II, a union position at $24.53 per hour.

Under new hires, the board approved: Julie Ross, full-time clerk III in Adult Probation, $16.46 per hour; Courtney Kitchen, full-time clerk III in Juvenile Probation at $16.02 per hour; and Gabrielle Sims as a full-time legal assistant in the Public Defender’s office at $14.72 per hour.

During the meeting, the Salary Board, consisting of Controller Nicki Gottschall, Commissioners Scott Metzger, Sortman and Mussina, approved the following actions: adding a part-time Central Processing office to the TDA in the District Attorney’s Office, an additional position, however not additional hours within the Central Processing Office; paid for by Act 81 funds; deleting the part-time temporary clerk position from the TDA for the Register & Recorder’s office; and adding a full-time intake office position to the TDA for the Domestic Relations Office.
